General Counsel, Chief Compliance Officer, and Assistant Secretary

PanTeXas Deterrence, LLC (PXD)

Management of the PanTeXas Deterrence, LLC (PXD) legal function and team, and member of the PXD executive team, reporting directly to the PXD President and Program Manager, with a matrix reporting relationship to the BWX Technologies, Inc. Legal Office. Responsibility and authority for all PXD legal affairs.

Job Description/Duties:

Manage all PXD attorney and legal resources needed to proactively and reactively manage all PXD legal matters and issues. Specific responsibilities include, without limit:

  • Environmental, safety and health law including nuclear safety and quality and nuclear/environmental liability.

  • Identification and management of project and contract related risk.

  • Compliance (statutory, regulatory, contract, and corporate ethics); Serve as the PXD Chief Compliance Officer.

  • Federal procurement and contract law, including appropriations law.

  • Human resources and labor law including supporting management in matters related to grievances, collective bargaining; labor relations; and personnel and employment law.

  • Litigation and other dispute management, both judicial and administrative, including third-party claims and the management of outside legal counsel.

  • Property law (including real, personal, and intellectual).

  • Department budgeting and budget management.

  • Conducting or supervising internal investigations; and

  • Other Legal matters that may arise.

    Ensure that you, individually, and each member of the legal team in their individual performances:

  • Offers a professional and collaborative demeanor.

  • Promptly identifies and raises legal issues inherent in PXD’s operation as well as performance of PXD’s scope of work.

  • Develops and maintains relationships with (i) PXD executive management, board of managers, and employees, (ii) BWXT legal office personnel; (iii) DOE local and headquarters legal, contracts and other personnel; (iii) other Pantex Plant contractor personnel, (iv) community stakeholders; (v) Texas state regulatory and other executive officials; and (vi) DOE IG, DOJ and other oversight officials.

  • Directs the efficient and competent use of site legal resources.

  • Manages the efficient, competent, and cost-effective use of outside counsel.

  • Supports and meets all PXD safety, security, quality and other goals applicable to the workforce.

  • Provides prompt, competent and effective proactive and reactive legal advice.

  • Provides prompt, competent, and effective business judgment.

  • Maintains confidentiality of U.S. government classified and sensitive unclassified information and PXD privileged and company confidential information.

    Job Qualifications/Requirements:

  • Demonstrated ability to meet all Job Duties.

  • Juris Doctorate degree from an accredited law school.

  • Licensed to practice law, and in good standing, in a minimum of one U.S. state.

  • Must obtain, within one year from hire, and retain license in Texas to the level required to perform the job functions.

  • 10+ years legal practice with 5+ years of it in government practice (as a government employee, government contractor employee, or outside counsel servicing either or both); practice for DOE or its contractors preferred.

  • U.S. citizenship; no dual citizenship.

  • Must obtain, a DOE Level Q Security Clearance within one year from hire and maintain such clearance at all times.

  • Regular and reliable attendance at the Site to attend meeting and promote the exitance and value of the legal function. As such, unless agreed otherwise, PXD Residency within a 45-minute drive of the Project office or willingness to relocate to meet this requirement.

  • Proficiency in MS Office, and On-line Legal Research services.

  • Excellent interpersonal and communication skills.

  • Demonstrated ability as a self-starter.

Pay: $ [[custsalaryMin]] - $ [[custsalaryMax]]

The base salary range for this position in [[stateProvince]] at the start of employment is expected to be between $[[custsalaryMin]] and $[[custsalaryMax]] per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
