Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis). Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis). Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.The following activities are NOT considered qualifying experience: Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms. Duties Description Position 1:This position exists within the Division of Fish & Wildlife (DFW), which is responsible for stewardship and conservation of fish and wildlife in New York State. Specifically, the position is within the Special Licenses Unit (SLU), which issues and administers licenses for activities involving regulated species of fish and wildlife in a manner that is responsible to the public, wildlife populations, and the environment.The Business Systems Analyst (BSA) will be responsible for the creation of an online publicly accessible license application and license issuing system. The Division is currently transitioning to an online licensing system, which will require the incumbent to help lead the transition from paper forms to on-line forms to improve efficiency, data quality and effectiveness of data gathering for purposes of license applications and program needs. The incumbent will also be expected to help lead the finalization of design and requirements for the new system. Duties will include researching commercially available license application software systems and reviewing existing license systems and processes that are inconsistent or ineffective for business processes. Additional duties will include processing and reviewing license applications and issuing licenses, developing test scenarios and testing processes for new business solutions, and preparing documentation for new business processes including flow charts, user manuals, video trainings, and guidance. The preferred candidate will have excellent critical thinking, analytical, and problem-solving skills as well as experience with business process modeling, documentation, and optimization. Essential functions include:• Research, create, and implement an online publicly accessible license application and license issuing system.• Develop test scenarios, manage testing feedback, and re-test as necessary to ensure resolution.• Assist with database analysis, reporting, and overall data migration and database cleanup efforts.• Work with vendors, DFW staff, and NYS Office of Information Technology staff to develop and implement business solutions. • Prepare documentation for business processes, develop user manuals, video trainings, and guidance. • Contribute to data modernization, data collection system design, and workflow automation projects.• Independently detect, identify, and resolve technical and data-related issues. • Learn and adapt to software tools and technologies relevant to data collection and management, such as MS Forms, Survey123, nForm, SharePoint, etc.• Prepare Information Technology Project Proposals. Track SLU Project Proposal status and work with stakeholders to keep these projects moving forward.• Attend meetings, presentations, and trainings to gain a fuller understanding of State/Agency business practices, needs, and opportunities for innovation. • Work collaboratively in a team environment, supporting colleagues and contributing to the achievement of team goals. Specifically, the position is located in the Information and Data Management Unit (IDMU), which provides information technology support for DFW. This includes database development, data management and analysis, and business systems support.The Business Systems Analyst (BSA) will participate in the DFW’s Data Modernization Project by documenting as-is business processes, researching methods to modernize workflows, and drafting to-be business processes. The BSA will develop, implement, and support optimized workflows and business solutions in coordination with DFW program staff.Additional duties will include diagnosing issues in software that are inconsistent or ineffective for business processes and developing enhancement solutions to existing software, developing test scenarios and testing processes for new business solutions, and preparing documentation of business processes including flow charts, user manuals, video trainings, and guidance. In addition, multiple existing software systems require maintenance and enhancements, bug diagnosis, and improved business process flows, and there are a wide variety of business processes with which the incumbent will engage.The preferred candidate will have excellent critical thinking, analytical, and problem-solving skills as well as experience with business process modeling, documentation, and optimization. Essential functions include:• Contribute to data modernization, data collection system design, and workflow automation projects.• Work with vendors, DFW staff, and NYS Office of Information Technology staff to develop and implement business solutions. • Develop test scenarios, manage testing feedback, and re-test as necessary to ensure resolution.• Prepare documentation for business processes, develop user manuals, video trainings, and guidance. • Independently detect, identify, and resolve technical and data-related issues. • Learn and adapt to software tools and technologies relevant to data collection and management, such as MS Forms, Survey123, nForm, SharePoint, etc.• Prepare Information Technology Project Proposals. Track the status of DFW’s Information Technology Project Proposals (ITPPs) and work with stakeholders to keep these projects moving forward.• Assist with DEC Automated Licensing System (DECALS) database analysis, reporting and overall data migration and database cleanup efforts.• Support DFW staff by managing Information Technology Service Management tickets (ITSM) and participate in DFW’s information resource coordination efforts.• Regularly attend meetings, presentations, and trainings to gain a fuller understanding of State/Agency business practices, needs, and opportunities for innovation. • Work collaboratively in a team environment, supporting colleagues and contributing to the achievement of team goals. Liaison with various agency program staff including DFW, ITS, and Executive.• Adapt to changing project requirements and be willing to take on new tasks, projects, or responsibilities as needed.• Other duties as assigned to support the Division of Fish and Wildlife.
