The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidate to fill the full-time, salaried position of Mental Health Program Specialist 2 at the New York State (NYS) Office of Mental Health (OMH), Division of Strategic Finance and Managed Care, Bureau of Managed Care Oversight. The Bureau of Managed Care Oversight is responsible for ensuring Medicaid Managed Care Programs (MMCPs’) management of behavioral health services is compliant with all state and federal regulations in order to provide optimal quality of care to the most vulnerable New Yorkers. The Bureau of Managed Care Oversight monitors MMCPs through various oversight activities, including but not limited to surveys, clinical reviews, readiness reviews, citations and enforcement, contract reviews and approvals, children’s behavioral health services planning, and behavioral health parity compliance. The Bureau of Managed Care Oversight works closely with multiple state agencies, other OMH and state managed care divisions, and MMCPs, as well as various technical assistance centers serving behavioral health agencies and recipients with behavioral health needs to successfully navigate Medicaid managed care. RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:The Mental Health Program Specialist 2 within the Bureau of Managed Care Oversight is responsible for evaluating MMCPs’ performance and compliance with behavioral health standards through oversight activities, such as surveys, clinical reviews, readiness reviews, citations and enforcement, contract reviews and approvals, and behavioral health services planning. The functions the candidate will be responsible for include, but are not limited to:1.Developing, implementing, and monitoring MMCP compliance with behavioral health standards;2.Organizing, coordinating, and participating in MMCP oversight activities;3.Collaborating and maintaining relationships with a wide range of managed care stakeholders, including other OMH divisions and state partners, MMCPs, trade associations, and technical assistance centers; 4.Supporting the Bureaus within the Division of Strategic Finance and Managed Care in a broad range of MMCP evaluation activities; and5.Assisting the Bureau and Division with the evolving needs and changes related to the oversight of behavioral health services as needed. 6.Travel within NYS may be required.MINIMUM QUALIFICATIONS:•Bachelor's degree or higher from an accredited college AND 4 years of professional clinical or administrative experience in a healthcare or mental health setting. •Master's degree in a mental health-related specialty, public health, public administration, business administration, health administration, or related field may be substituted for one year of the required experience. PREFERRED QUALIFICATION:•Knowledge and experience in managed care and/or Medicaid is strongly preferred.Work Location: NYS Office of Mental Health Central Office, 44 Holland Avenue, Albany, NY 12229.
