Duties Description The Office of Financial Management, Bureau of Strategic Financial Direction is recruiting to fill two Senior Budget Analyst/Budget Analyst Trainee positions. Specific duties include, but are not limited to, the following:• Act as Strategic Financial Direction point-of-contact for a portfolio of OMH programs in the areas of rehabilitation services, residential services and children’s services. The primary program of focus for this position is Psychiatric Residential Treatment Facilities.• Participate in the development and implementation of reimbursement models and rates for existing and potential OMH programs.• Create and maintain rate Medicaid rate transmittals for programs under purview.• Assist in developing information for and in providing technical assistance to local governments and providers concerning billing guidance and compliance in Medicaid-reimbursed programs. identified in Agency planning documents, including program and financial model specifications, pilot demonstration projects, guidelines, draft regulations, Medicaid State Plan documents.• Analyze provider cost data and evaluate financial viability for OMH licensed programs, providing revenue management support and other policy guidance.• Complete ad-hoc assignments and analyses as necessary and provide information and guidance to senior agency staff.• Query and analyze date from fiscal and programmatic databases of varying complexity.• Collect and analyze data on behavioral health policy issues and regulatory and financial practices to compare new and innovative approaches to transforming and improving the operations and outcomes of behavioral health programs.• Assist in the implementation of activities outlined in action plans and initiatives.• Continue to develop professional knowledge through actions such as learning procedural programming logic (e.g. - SQL, PL/SQL), and learn to perform data analysis on very large databases using Business Intelligence, Data Retrieval, and Data Analysis tools (e.g. - Hyperion, Business Objects, Cognos, OBIEE, TOAD, SQL Developer, Excel, MS Access).• Learn new computer skills and data-access languages as OMH’s data-environment evolves.

Additional Comments The salary listed applies to candidates appointed to Senior Budgeting Analyst, SG-18. At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
