MINIMUM QUALIFICATIONS

Education

  • Bachelor’s Degree in Civil/Structural Engineering

Experience

  • Aminimumoftwo(2)yearsofexperiencein engineering (design, inspection, maintenance and/or construction) of rail or other transportation infrastructure structures

Certification/Licensure

  • Valid Driver’s License

  • Level 1 Roadway Worker Protection Certification within 1 month of starting position and maintained for the duration of time holding this role

Preferred

  • EIT (engineer in training) certification

SUMMARY

The Structures Field Engineer provides engineering support and guidance to structures maintenance crews for heavy repair and maintenance work, performed by WMATA to preserve the life of structures assets, and recommendations for renewals by contractors. The incumbent frequently visits work sites and accesses the roadway and collaborates closely with maintainers and other structures stakeholders. Uses engineering principles and judgement to review, analyze and develop condition assessments and repair procedures, and to track condition of structural assets in collaboration with ENGA civil and structural engineers and TRST maintenance.

ESSENTIAL FUNCTIONS

  • Performs Structural Field Engineering reviews of condition-state summary forms and inspection forms from various asset management systems (i.e. AssetWise / Inspectec, Maximo, etc.) which shows defects and conditions, and correlates that data with TRST (Track and Structures) Maintenance teamwork orders. Prepares inputs for scopes of maintenance work by contractors and assists with short- and long-term maintenance and renewal data analysis and strategies.

  • Monitors the condition of structural assets, using data from structural inspections performed by both TRST-STIN and outside groups.

  • Assists with prioritizing structural renewal projects in order of urgency. Performs site visits and prepares reports to be used in determining order of urgency. Participates in transit asset management planning for maintenance and renewals, including budgeting and scheduling to ensure efficient use of funding, track time (when required) and other resources. Provides input for planners and estimators to prioritize, estimate budgets, and develop preliminary schedules to address maintenance and renewal needs and ensure renewals are performed in order of urgency.

  • Ensures that work orders are prioritized based on maintenance recommendations to TRST, thereby increasing TRST’s ability to plan and execute maintenance efficiently and to lower defects and incidents that affect the safety and reliability of the WMATA rail infrastructure.

  • Ensures a coordinated strategy between in-house and contracted structures maintenance work including making sure that structural conditions are appropriately and proactively monitored by Engineers.

  • Accompanies structural maintainers to areas with known recurring maintenance issues to assist TRST with planning of maintenance projects. Responds to structures related incidents and emergencies on short notice and assists leadership with providing rapid responses for critical / urgent findings.

  • Coordinates site visits and field assessment work in collaboration with Track Structures Maintenance Management. Ensures that all site visit reports and recommendations are properly documented and stored. Maintains familiarity with condition of all WMATA mainline and yard track structures and ensure understanding of structures maintenance and policy compliance.

  • Ensures maintenance projects are planned with Engineering assistance and that structural conditions are appropriately and proactively monitored by Engineers

  • Prepares design drawings or sketches, calculations and work instructions for repairs; permanent materials selection and engineering approval; assistance with maintenance and/or renewal scheduling; assisting maintainers with choosing means, methods, tools and equipment; and preparation of maintenance priority list in collaboration with ENGA and TRST maintenance.

  • Assists TRST maintenance with setting up queries and providing periodic reports on Work Order status

  • Assists management with setting thresholds for structural defects/conditions that are sent to ENGA for major repair procedures or renewal/replacement designs and works with ENGA, inspections, maintenance and renewal project management teams to control the transfer and tracking of those defects/conditions through remediation. Transfers the information between ENGA and maintainers and provides maintenance crews the method statements,drawings/sketches, materials, and relevant specifications needed to complete repairs.

  • Ensures work is performed in order of urgency with the assistance of engineering. Types of structures include aerial guideways, direct-fixation track support (in coordination with the track engineering group), tunnels, culverts, and facilities such as stations and maintenance buildings.

  • Participatesinperformingacomprehensive system-wide review of the root cause of tunnel leaks and persistent structural issues. Participates in reliability meetings and initiatives and help to guide maintenance strategies that will increase reliability, safety and availability of structures.

  • As a structures SME, provides requirements for guiding future structures asset management technology selection, development and deployment. Provides requirements for IT charters and writes the procedures when technology is being implemented.

  • Performs other structures related tasks as assigned.

OTHER FUNCTIONS

  • Attends industry events and seminars and continuously reviews WMATA specifications, workinstructions, materials and best practices to keep up to date and relevant for effective and quality maintenance. Shares knowledge with peer staff.
