Job Description

Are you able to work in a fast-paced environment and juggle multiple projects and tasks simultaneously, ranging from small bug fixes or enhancements to a complex and diverse changes required by new legislation or Business Unit needs? Then this position may be for you! The Business Systems Team under the System & Administration Bureau is looking for a Business Systems Team Leader (MA3) to serve as the Team Leader. You would need to have knowledge of our current business processes and system functionality to provide accurate and knowledgeable support for essential changes, and to provide guidance and support to front-line staff when troubleshooting issues with the operating systems.

This position will be responsible for guiding, motivating, serving as the first point of issue escalation, and overseeing the day-to-day work assignments of the Systems Team. Ensure projects are organized using the Project Management Principles; project deliverables and deadlines are met, provide direction and clarification on tasks, and mitigate risks. Effectively acting as a bridge between management and the team members. This position will also help identify and investigate operational problems, recommend corrective action, provide advice on system enhancements and upgrades, and test software against specification and regression testing to ensure baseline functionality remains stable. This position will assist with developing difficult and/or complex improvements to the Motor Vehicle Division’s operating systems (ARTs, IFTA/IRP, CVIEW, IAPS, ERT/ELT).

Your Responsibilities will include, but are not limited to:

  • Provide team leadership and support to the Testing team program's quality assurance testers as delegated by the Systems Team supervisor.

  • Develop and execute the core components of testing; organize and coordinate with project team and management for monthly code moves, oversee testing, and ensure all Bureaus have reported their findings and the change is implemented according to directives and instructions.

  • Ensure systems projects are provided with the documentation, information, processes, knowledge, analysis, and direction needed to be successfully completed.

  • Communicate systems based changes in a clear and concise manner to MVD and relative stakeholders.

  • Understand all systems and IT hardware based changes to ensure understanding of impact to system end users.

  • Complete reports and compile data as requested by the Motor Vehicle Division Executive Leadership Team.

  • Research and make recommendations for new training protocols. Develop new training materials in conjunction with the Education team. Train team members on processes and procedures required by the Systems Team or MVD.

    Shift: 7:00 AM to 3:30 PM, Monday through Friday, flexible

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.

  • All of the following (a and b):

  • Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

  • A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

  • All of the following (a, b, and c):

  • One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

  • A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

  • A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.

  • Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
