Job Summary

Department Summary:

The Central Student Government (CSG) is a sponsored student organization by the Dean of Students Office with over 100 students serving in some capacity and is the primary student government organization at the University of Michigan. The CSG strives to provide valuable services, programs, and events to students at the University of Michigan. There are three primary areas within the Central Student Government: The Student Assembly, within the Legislative Branch, serves to collectively represent the student voice at the University and to make decisions for the organization in a deliberative manner; the Executive Branch serves to execute campaigns and services that make student life better in various ways; the Central Student Judiciary is designed to serve as a body to adjudicate any disputes that may arise between the CSG, students, student organizations, or a combination thereof. Campaigns are facilitated through one of about twenty commissions, and programs are facilitated by other task forces and committees.

Position Summary:

The Central Student Government Program Advisor is responsible for the development, advocacy, and support of programs and services designed to facilitate the education and success of undergraduate and graduate students in association with the Central Student Government (CSG). Primary areas of focus include program and student organization advising, guidance, and support; fiduciary oversight of the Central Student Government operating budget; student staff recruitment and supervision; and student organization development, program implementation, assessment, and evaluation. The Program Advisor works in partnership with CSG student leaders, who are the primary drivers of CSG activities, events, elections, campaigns, and other initiatives. The Program Advisor serves as the conduit of information and guidance from the University to the Central Student Government student leaders to ensure appropriate alignment of practices, programs, and initiatives. The Program Advisor provides organizational leadership through strategic planning efforts; implements the organization's vision and long-term planning; trains, supervises, and empowers students and the organization; and provides general management, administrative, legal, and financial oversight and stewardship. The general duties of the CSG Program Advisor are aimed at strengthening the success of student leaders by fostering an environment where the capacity and the skills necessary for active, responsive, and ethical citizens can grow.

Responsibilities*

Program Advising, Management, and Supervision (50%)

Program Advising : Serve as advisor to Central Student Government Executive Officers.

  • Provide advice and advocacy to students regarding student activities, finances, leadership development, and programs within the confines of the CSG and University policies and guidelines

  • Recruit, train, and oversee the Central Student Judiciary

  • Advise students utilizing knowledge of best practices and University resources, policies, and procedures.

  • Provide reflective opportunities for student leaders to engage in self-assessment and seek feedback regarding their leadership skills and out-of-classroom learning

Management: Provide administrative coordination of CSG-sponsored programs and activities, including AirBus, need-based compensation, various rental programs, and other initiatives.

  • Work with Executive Officers to evaluate and modify programs as needed based upon student satisfaction, efficacy in meeting student needs, student learning outcomes and changes in student culture trends

  • Partner with students and administrative staff to design, oversee, and conduct marketing campaigns to promote services and programs

  • Responsible for maintaining historical information, as well as databases and program evaluation

Supervision:

  • Supervise the part-time Accountant Associate responsible for budget reconciliation and financial reporting. Supervision responsibilities include setting hours of work; planning and directing work; providing project and budgetary oversight; and appraising productivity and efficiency of the employee

  • Recruit, train, and supervise student staff supporting CSG for effective customer service. Supervision responsibilities include setting hours of work; planning and directing work; providing project oversight; and appraising productivity and efficiency of student employees Direct Service Provision (50%)

Operations:

  • Coordinate the day-to-day operations of the Central Student Government.

  • Exercise professional judgment and specialized knowledge to communicate and interpret University policy for students, faculty, staff and administrators ensuring organizational systems, accountability, and commitment to shared governance

  • Recommend, advocate, and develop services and programs that seek to support student leadership development at the University

  • Actively partner with key University units/groups to coordinate effective responses to CSG-related issues, initiatives, and programs

  • Provide linkages between student leaders and campus units with complementary mission and goals

  • Provide crisis intervention, conflict resolution, resource and referral services in a culturally competent manner

Administrative:

  • Foster a positive workplace environment and make ethical decisions that seek to promote student, organizational, and institutional success

  • Serve as CSG administrative liaison and maintain active partnerships with University departments including, but not limited to, the following: Center for Campus Involvement, University Housing, Counseling and Psychological Services, Program on Intergroup Relations, University Health Service, Office of General Counsel, and Office of Student Conflict Resolution

  • Lead and participate in divisional committees (including liaison relationships with other units, roundtable discussions, etc.)

  • Serve as a member of the Dean of Students staff by participating in retreats and meetings on the goals and objectives of the department; provide occasional critical incident staffing support

Required Qualifications*

Required Qualification:

  • Master's degree in college student personnel, higher education administration, education, social work, law or related field

or

  • Bachelor's degree and 2 or more years of experience (which may include applicable graduate internship/practicum) directly related to the core functions of the position such as student advising and supervision, student organization advising, student leadership development, and program development and administrative coordination

Desired Qualifications*

  • Professional experience in a student affairs or higher education setting with a focus on student organization development, student organization advising, and student leadership development

  • Knowledge of University policies and procedures

  • Experience working with staff and students from diverse cultures, backgrounds, and life experiences

  • Demonstrated supervisory experience (student and/or permanent staff)

  • A strong working knowledge of student development theory and its application

Financial/Budgetary Responsibility:

  • Oversees operating and administrative budget of approximately $200,000

  • Provide purchase approvals and expense tracking

  • Reconcile and justify all purchases through UM's Travel and Expense System, Concur, in collaboration with Shared Services

  • Reconcile PCard transactions on a monthly basis

  • Supervise day-to-day CSG financial activities including oversight of CSG financial accounts (approximately 30 accounts), student organization financial reimbursement process, complex budget projects in coordination with the Student Life Business/Finance Office, and departmental cash revenues and transfers through CSG-sponsored programs

  • Advise CSG Executive Officers regarding all financial issues including conformance to budgetary limitations, budgeting control systems, and funding processes in order to promote fiscal responsibility pursuant to University guidelines and policies (including preparation of operating budgets for the unit based on actual performance, previous budget figures, estimated revenue and other factors)

  • Provide overall direction of the CSG Accountant and Executive Officers for accounting, tax, budget, credit, and treasury functions; direct activities associated with the security and investment of the organization's assets and funds; and ensure that financial transactions, policies, and procedures meet CSG's short and long-term objectives

  • Collaborate with Student Organization Account Services (SOAS) to remedy problems associated with student organization financial reimbursement

  • Coordinate with Student Life Business/Finance Office and CSG Executive Board in developing an annual report of CSG's financial activity for the Board of Regents and of Student Life

  • Coordinate with the Student Life Business/Finance Office and Tax Department on annual state and federal tax reporting

Working Conditions:

  • Position requires working with students through stressful situations and circumstances. Work can vary in regard to early morning, evening, and/or weekend hours on-site or at home in response to the emergent needs of students and in support of CSG programs. Person should be available to attend CSG meetings (usually scheduled for Tuesday evening). Position is primarily in person to support the needs of students but may allow for up to one remote day per week.

Physical Requirements:

  • The person in this position routinely moves through the facility to attend meetings/events and access files or information. The person in this position will travel to various on and near-campus locations to conduct work and deliver materials. The person in this position routinely presents information at events and may need to move or transport items weighing up to twenty-five (25) pounds, etc.

  • Travel may be required.
