The State Highway Administration’s (SHA) Office of Materials Technology is recruiting for an Accounts Payable Administrator (Administrative Officer I) position in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this position or function only. You will need to reapply for any future recruitment conducted for this job classification.
Nature of Work: The main purpose of this position is to review purchase orders before matching against invoices and processing for payment in the Enhanced Procurement Information Control Systems (EPICS) for the State Highway Administration’s Office of Materials and Technology (OMT). This position is critical in maintaining the 98% payment goal mandated by the State Comptroller’s Office, for processing all invoices within a five-day time frame, from receipt of invoices at OMT to the transfer to the Procurement Team for processing and electronic approval before forwarding to Accounts Payable. This position is accountable for using EPICS to create direct vouchers, blanket purchase orders, purchase orders and receiving reports. Engineering invoices and purchase orders are processed through EPICS to ensure an accurate payment in accordance with SHA’s procurement policies and the Code of Maryland Regulations (COMAR).

Qualifications
MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One (1) year of experience in administrative or professional work.
Selective Qualification: One (1) year of the required experience must have involved experience using financial management software to process one or more of the following: invoices, tracking budgets, reconciliation of accounts payable and accounts receivable, and/or inventory control.
This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).
Preferred Qualification
The ideal candidate should possess one or more of the following:
Prior experience using Enhanced Procurement Information Control Systems (EPICS)
Excellent written and verbal communication.
Proficiency in Microsoft Suite.
Experience with the invoice management process.
Ability to promote teamwork.
Notes:
Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.
Candidates may substitute the possession of a bachelor's degree from a college or university for the required experience.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
