The State Highway Administration's (SHA) Office of Traffic and Safety (Anne Arundel County) is currently recruiting for a Team Leader (Transportation Engineering Manager II) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. Nature of Work: This position serves as Team Leader in the Traffic Engineering Design Division (TEDD) and is responsible for the supervision, management, administration, and coordination of complex engineering designs for Traffic Control Devices (TCD) and Intelligent Transportation Systems (ITS).

This leadership role entails directing, mentoring and supporting a diverse team of licensed and non-licensed engineers and consultants to ensure high-quality design and project execution. This includes fostering a collaborative and productive team environment that encourages innovation and professional development. The individual in this position provides oversight of the design, review, and approval processes for TCD and ITS across various project types, including areawide projects, formally advertised projects, developer projects, shop force projects to ensure timely and efficient project coordination, scheduling, and budget management. This position provides guidance, technical oversight and adherence to industry standards, best practices while ensuring design submissions meet project specifications and regulatory requirements. This position participates in the development and management of project budgets, tracking and monitoring monthly expenditures for design consultants and construction contracts while providing financial oversight.

The Team Leader will represent SHA at various meetings, develop and update guidelines, and respond to project-related inquiries. Work will be conducted both in an office environment and in the field. During fieldwork, employees must wear safety equipment in accordance with SHA policy. This position also involves providing training, guidance, and coaching to in-house design engineers engaged in TCD and ITS design.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Eight (8) years of experience in professional engineering, including one (1) year of supervisory or consultant management experience.

Selective Qualifications: Four (4) years of the required experience must be in the design and management of TCD design and/or ITS design projects.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualifications:

The ideal candidate should possess the following:

  • Proficient in the design and review traffic control device plans/cost estimates for different types of projects ranging from minor projects to the most complex and/or innovative highway and/or geometric improvement projects

  • Proficient in developing and maintaining project scope, budget, and schedule

  • Expert knowledge of professional transportation engineering principles, federal/state traffic engineering regulations, policies, standards, and guidelines

  • Expert knowledge of standards and specifications for construction and materials used for traffic control devices.

  • Excellent written and verbal communication and interpersonal skills

Notes:

  1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

  2. Possession of a master's degree in engineering may be substituted for one year of the non- supervisory experience.

  3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements

Licenses & Certifications

Candidate must possess a motor vehicle operator’s license valid in the State of Maryland.
