Position Description The Anoka County Public Health and Environmental Services (PHES) department an opening for an Assistant Director who will support leadership in implementing and directing department operations for the PHES department. The Assistant Director guides and controls the departmental activities of Anoka County's Public Health and Environmental Services Department. This position collaborates to develop department strategic plans that align with county objectives and establishes departmental policies, practices, and procedures that have a significant impact on the county. The Assistant Director has overall control of planning, staffing, budgeting, managing expense priorities, and recommending and implementing changes to methods and assumes the executive leadership role in the absence of the Department Director. This position will increase the departments leadership capacity which is necessary to ensure the department meets foundational capabilities and is able to effectively serve our communities. As a Human Services employee, your roles and responsibilities include: participating in Public Health Emergency Preparedness training and exercises, responding to notifications and activation drills during business hours and periodically outside of business hours, and responding to Public Health emergencies and department responsibilities at the time of need (during business hours, outside of business hours, on weekends and holidays) in order to protect the health and well-being of our residents. This is a full-time, exempt, hybridposition. This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. Expected work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Assistant Director, Public Health and Environmental Services. Plan, organize, direct, and provide leadership and oversight to the financia , administrative and operational functions of the department, including Public Health Nursing, Health Planning and Promotion, Environmental Services, and Recycling and Resource Solutions. Monitor workload and performance to ensure department priorities are being met. Interview, select, hire, evaluate, train and supervise department employees. Serve as an advisor to leadership and provide guidance in addressing issues. Prepare and present budgets and grant applications. Prepare and present budgetary justification. Implement, monitor, and manage approved budgets and grants. Develop financial efficiencies and maximize resources. Coordinate and oversee management financial purchasing, contracting, and procurement activities while ensuring compliance with policies and procedures. Engage and respond to legislative items and implications on service/funding delivery in Public Health programs. Participate in strategic planning, develop goals and monitor performance. Review the most complex or sensitive cases or complaints and may preside at hearings or investigate as appropriate. Make determinations and resolves problems or complaints. Determine key initiatives and the methods in which to meet department objectives by analyzing the needs of different programs and modifying existing policies, practices, and procedures, or developing new ones. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed Requires a bachelor's degree in public health, human services, nursing, public administration, or closely related field. Requires seven years (2,080 annual hours) of job-related experience including at least four years (2,080 annual hours) of leadership experience. In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis. Successfully pass driver's license background check. Preferred Knowledge, Skills, and Abilities Needed Master's degree in public health, human services, nursing, public administration, or closely related field. Eight years (2,080 annual hours) or more of job-related experience including at least four years (2,080 annual hours) of leadership experience. Job related experience leading teams and creating positive and productive work environments. Experience working with federal, and state funded public health programs. Strong verbal and written communication skills. Physical Demands and Work Conditions Standard office environment. Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness. Hearing abilities required for general and phone communication, signals, and machine sounds. Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work. Occasional lifting of 10-20 lbs. Equipment used includes computers, phones, and standard office equipment.
