Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance and/or research. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Analyzes and reports on advanced and highly complex program funding change scenarios and their impact to individual project schedules.Assesses and reports actual project progress versus planned progress to determine trends and variances for highly complex projects.Analyzes schedule trends, determines risks and recommends options to management for corrective action for highly complex projects.Coordinates and/or monitors assigned projects/programs/plans.Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.Develops design and project development reports, surveys and correspondence.Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible.Leads/Trains professional and administrative staff.Makes presentations and represents TxDOT.Performs data collection, analyses, forecasts and plan development.Provides design engineering support for districts in project development.Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for highly complex transportation projects.Performs other job responsibilities as assigned.
