As a Transportation Funding Specialist II, you will help develop, implement, promote and administer a comprehensive statewide traffic safety program in assigned area(s) by taking a leadership role in activities associates with building statewide program partnerships. This includes identifying, reaching out to, and working with applicable stakeholders, including district and division personnel; coordinating with Traffic Safety Specialists at the local level and serving as a resource and leader; promote stakeholder participation in highway safety initiatives, grant funding opportunities, and other related activities to support program and project objectives.This position administers state and federal transportation funded programs, oversees contracts, grants, projects, and programs to include application, approval, reimbursements, monitoring, audits, and close-out. Work requires contact with governmental agencies, special interest groups and the public to develop programs to save lives by reducing traffic crashes, injuries and deaths. Employees at this level must be self-starters, establish their own work plans and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Essential Duties:Develops, implements, administers, and promotes the Traffic Highway Safety Program, statewide.Promotes participation in highway safety initiatives and grant funding opportunities.Administers assigned projects, grants, and contracts to include analyzing, processing, negotiating, implementing, monitoring, and evaluating project's scope of work, budget, expenditures, objectives, related activities, and deliverables to include site visits to ensure compliance with state and federal regulations.May manage a Public Information and Education (PIE) program by coordinating and participating in traffic safety campaigns, to include local and statewide media events and proactively works with District and Division Public Information Office.Reviews and approves project performance reports and requests for reimbursements, and invoices in accordance with grant or contract terms and conditions, applicable rules, regulations, policies, and procedures and within established deadlines.Makes presentations, develops speeches, conducts, and coordinates meetings, seminars and workshops on applicable programs for various community stakeholders.Establishes and maintains partnerships and community participation; coordinates and participates in outreach efforts by working with applicable stakeholders, including district and division personnel.Serves as liaison and contact in area(s) of expertise.Keeps abreast of and ensures compliance with laws, regulations, policies and procedures, and standards pertaining to programs.Performs other duties as assigned.
