The State Highway Administration's (SHA) District 4 (Baltimore County) is currently recruiting for a Traffic Team Leader (Transportation Engineering Manager I) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. Nature of Work: T his position will provide leadership as the supervising engineering manager to a team of professional level subordinate transportation engineers and technicians. The Traffic Team Leader will assist the Assistant District Engineer – Traffic (ADE-T) and manage the investigation of all traffic control problems in the assigned geographic area. This position will be responsible for overseeing all traffic engineering projects and day-to-day traffic operations, ensuring safety and efficiency along all state roadways in the assigned geographic area. This includes the preparation and review of various types of traffic engineering studies and the recommendation of engineering solutions to a wide range of complex or sensitive issues in an urban setting. The Traffic Team Leader will represent the State Highway Administration’s District Traffic office at various meetings as well as operating as a liaison between the ADE-T, the Office of Traffic & Safety, Highway Design, Bridge Design, Project Planning, Materials and Research, Access Permits Division, elected officials, other district offices and the general public. This includes making presentations to the general public, elected officials, and the media. This position will manage and review the work of engineering consultants as well as reviewing the Temporary Work Zone Traffic Control of contractors working on state roads. Also, may act as a district wide coordinator for various programs including Fund 76, Congested Intersections, and High Accident Location reviews in District 4, which includes presentations to the Administrator for funding approval. This position will review and make recommendations on new standards, special provisions and departmental policies for SHA and the District. The Traffic Team Leader will take an active role in representing the district in various highway planning studies. When the ADE-T is absent, this position will act in his place.

The District Traffic section is responsible for the constant and continuing surveillance of the District Highway System for detecting points of hazards and congestion problem areas are analyzed and recommendations for relief are prepared. Our customers include other departments within SHA, other government agencies, elected officials, and the general public. District 4 serves a population of approximately 1,000,000 people including 76 municipal, county, state, and federal elected officials. This makes District 4 the most populous traffic district in the state. District 4 Traffic tracks over 3,000 projects yearly, split between the three (3) team areas.

Qualifications

MINIMUM QUALIFICATIONS:

Education : Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Seven (7) years of experience in professional engineering.

Selective Qualification: Three (3) years of the required experience must have been in traffic engineering and transportation project management.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Notes:

  1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

  2. Possession of a master's degree in engineering may be substituted for one year of the non- supervisory experience.

  3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in state of Maryland .
