The Division of Management Services is looking to fill aFinancial Specialist Principalposition. This is aStatewideposition. This position is responsible for supervising and training budget preparation for the Division of Public Health, the Division of Behavioral Health, and the Domestic Violence Council. This includes reconciling between original appropriation and actual expenditures, calculating carryforward, preparing personnel worksheets, calculating annual salaries, coordinating database entry of original appropriation, schedule preparation and reconciliation, and coordination of expansion decision units with programs.

Annual Budget Distribution: Public Health, the Division of Behavioral Health, and the Domestic Violence Council. This involves coordinating the distribution of personnel worksheets to the program, calculating annual salary and/or CEC from returned personnel worksheets, calculating actual available funding (receipts/federal funds/general funds), working with the program on distribution methodology, identifying projected expenditures from historical and/or other data, working with the program on special projects and off-the-tops, and entry of allocations into the system.

EXAMPLE OF DUTIES:

  • Develop and maintain accounting systems.

  • Research and analyze financial documents to ensure compliance with federal and state laws, regulations, and accounting principles.

  • Conduct meetings to discuss financial-related issues that have the potential to be controversial, adversarial, or confidential in nature.

  • Conduct interviews to solicit sensitive and/or confidential financial information.

  • Develop and prepare complex financial documents such as financial statements, budgets and cost analysis.

  • Audit financial data for completeness and compliance with federal and state laws and regulations.

  • Utilize current information technology to analyze, research, and maintain financial data, develop financial documents, and resolve problems.

  • Analyze technical financial problems and provide professional assistance and advice concerning their solutions.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Good knowledge of accounting principles and practices.Typically gained by four or more years of professional work experience as an accountant or equivalent applying Generally Accepted Accounting Principles (GAAP)ORan Associate's degree in Accounting AND at least two years of professional work experience such as an accountant or equivalentOR a Bachelor's degree or higher that includes 20 semester hours, or equivalent college coursework in AccountingOR four or more years of professional work experience as an accountant, or equivalent, applying Generally Accepted Accounting Principles (GAAP) AND at least 12 semester credits in Accounting, to include Intermediate Accounting I and II.

  • Good knowledge of supervisory practices.Typically gained by at least one year of experience performing as a supervisor which required work assignment, direction, and monitoring staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations, and handling problem-solving proceduresOR8 hours of courses or seminars specifically covering supervisory practices PLUS at least 6 months experience performing as a full supervisorORcompletion of 6 college credit hours of courses or seminars covering the essential elements of management (planning, organizing, leading and controlling).

  • Experience using personal computers to develop, analyze, and report on financial data.Typically gained by two or more years of work experience where using a personal computer to develop, analyze, and report on financial data/documents was a regularly assigned job duty.

  • Experience monitoring/reviewing internal financial controls. Typically gained by at least one year of professional level experience monitoring/reviewing internal financial controls.

  • Experience resolving technical accounting, auditing, or budgeting problems. Typically gained by at least one year of professional level experience resolving technical accounting, auditing, and/or budgeting problems.

  • Experience preparing financial documents for management review.Typically gained by one or more years of full-time work experience preparing financial documents for management review.

  • Experience analyzing financial activities and recommending or implementing management actions.Typically gained by one or more years of full-time work experience independently analyzing financial activities and recommending management action as a regularly assigned job duty.

    Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Extensive financial knowledge:Typically gained through a bachelor's degree in finance, accounting, business administration, or a related field. Advanced qualifications such as a master's degree or professional certifications (CPA, CMA, CGFM) are highly desirable.

  • Expertise in Excel.Typically gained by a minimum of 3 years practical application.

  • Governmental accounting experience and knowledge of federal funding sources.Typically gained by at least one year of related full-time work experience.

  • Independent problem-solving abilities:Typically demonstrated through proactive identification and resolution of gaps in financial policies and systems, proposing and implementing improvements, effectively triaging system issues, and staying updated on regulatory changes and best practices to enhance system efficiency and compliance.
