This is a collaborative position that will help problem solve issues, work closely with our Donor Services group, and is crucial to the continued success of our finance and accounting programs. Summary:

To perform a full range of advanced professional financial duties requiring the application of accounting and/or auditing theory, principles, and practices; perform related work. This position is needed to assist and provide back up for the financial specialist, principal in all day-to-day duties. These duties include specialized federal and non-federal grant accounting and management, review and approve daily financial transactions, recommend proper coding to finance staff, routinely reconcile various financial systems, research, interpret, and assist with implementation of GASB standards and miscellaneous finance questions, prepare annual financial reports and other financial data for the Corporation of Public Broadcasting (CPB), and issue and monitor daily internal controls.

Level Scope:

This class is the second of six levels of professional accounting-related classes. Incumbents:

1) independently manage, control, and monitor a wide range of diverse, advanced financial functions as the sole or lead financial professional in an agency, region, or district;

2) performs as the senior specialist of a large or complex financial function; OR,

3) performs equivalent-level functions in which advanced professional financial skills are clearly required.

Contact with individuals outside a department to explain or defend actions and conclusions, respond to inquiries, or resolve sensitive and complex problems can vary.

Knowledge, Skills, and Abilities:

  • Performs as the senior specialist; independently manage, control, and monitor a wide range of diverse, advanced financial functions as a lead financial professional.

  • Use their seasoned professional background to assist with the development of budgets, develop and maintain accounting systems, prepare complex financial documents, and handle difficult or sensitive financial matters. Implement financial-related systems.

  • Incumbents apply strong background in information technology to analyze, research, and maintain financial data, develop financial documents, and resolve problems.

  • Contact with individuals inside and outside the agency to explain actions and conclusions, respond to inquiries, or resolve sensitive and complex problems can vary.

  • Ensure financial documents are in compliance with laws, policies, standards, and regulations and with generally accepted accounting principles and practices.

  • Supervise the preparation of or prepare and explain documents of findings and conclusions. Perform complex accounting, auditing and budgeting reviews and analysis.

  • May audit financial data. Participate in developing policies and procedures for financial reporting systems and conducts research. Audit and post all cash receipts and expenditures.

  • Assist the agency with a new statewide accounting system. Provide customer service as a subject matter expert and help train staff and resolve concerns.

  • Liaison with other agency staff and general manager for financial matters. Oversee contracts and assets management. Prepare journal entries for Charles Schwab accounts. Supervise and prepare all vehicle titling and licensing.

  • Good knowledge of accounting principles and practices. Typically gained by at least four years of professional work experience as a staff accountant, or equivalent, applying Generally Accepted Accounting Principles (GAAP), or at least 12 semester credits in Accounting, to include Intermediate Accounting I and II or equivalent, or an Associate's degree in accounting AND at least two years of professional work experience as described above.

  • Experience developing and preparing financial documents. Typically gained by at least one year of full-time work experience.

  • Experience using a personal computer to develop, analyze, and report on financial data. Typically gained by at least one year of work experience using a personal computer to develop, analyze and report on financial data as a regularly assigned job duty.

  • Experience analyzing financial activities and recommending management action. Typically gained by at least one year of experience preparing routine and specialty analysis and recommending management action.

• Have experience and/or education in Governmental Accounting with Previous experience working with Luma.

• Possess solid organization skills with attention to detail resulting in timely and accurate work products.

• Ability to gather data from multiple financial systems, analyze data, integrate data, validate data for accuracy and develop reports/scripts/inquiries.

• Experience assisting team members to aid with process improvements and business decisions.

• Work proficiently with Excel (pivot tables) and Word.

Incumbents use their seasoned professional background to develop budgets, develop and maintain accounting systems, prepare complex financial documents, plan and review financial operations, and handle difficult or sensitive financial matters. They supervise or may conduct audits of increasing complexity and size. Incumbents supervise the preparation of or prepare and explain documents of findings and conclusions concerning the policies, procedures, operational methods, and financial position of an agency. Incumbents design, modify, and implement financial-related systems or have a significant role in their development. They may audit financial data for completeness and compliance with federal and state laws and regulations. They participate in developing policies and procedures for financial reporting systems and conduct research into the financial needs of an agency. Incumbents apply strong background in information technology to analyze, research, and maintain financial data, develop financial documents, and resolve problems. Senior Financial Specialists analyze technical financial problems and provide professional assistance and advice concerning their solutions. Consequences of actions in some positions may have legal implications.

• Bachelor's degree in accounting or work experience equivalent in finance or related field with minimum of 20 semester hours of accounting and three years' experience in financial reporting and a working knowledge of generally accepted accounting principles with a preference for the additional credentials of CPA or CGFM.
