Defense Security Service SUPERVISORY INVESTIGATIVE CONTRACT ANALYST in Boyers, Pennsylvania

Responsibilities As a SUPERVISORY INVESTIGATIVE CONTRACT ANALYST you will be responsible for the following duties:- Directs and coordinates Federal staff that oversee and manage contracts in support of background investigations. - Assists the branch members, acting as COR's/ACOR's, in oversight of FIRE investigative contracts, including evaluation of the work done by contractors and each contractor's overall performance of contract requirements. - Provides operational and policy guidance and translates policy into operational procedures for Branch and contractor staff. - Identifies and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve business practices. - Provides guidance and training to branch members regarding interpretation of guidelines, techniques, policies and regulations necessary to properly review and evaluate reports, and to determine security and suitability issues contained in those reports. - Prepares various reports as to the oversight and quality assurance results, including periodic reports summarizing overall results of oversight done and contractor's overall performance of all requirements of a contract, for use in COR's preparation of a contractor's annual performance report. - Oversees contractor work products and processes to ensure compliance with DCSA contract requirements. Local Commuting Area Requirement All U.S. Citizens who reside or currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, Jefferson, Indiana, and Westmorland; Ohio counties of Columbia, Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Coordinating a federal staff that oversees and manages contracts to support a background investigations program. Assisting agency branch members, serving as a Contracting Officer Representative (COR), providing oversight of agency investigative contracts, including evaluation of the work done by contractors and each contractor's overall performance of contract requirements.
