The professional is responsible for management of the campus responsibilities with respect to the capital program plan for Maritime College. The position involves working closely with State University Construction Fund, Campus constituents, consultants and contractors in coordinating and expediting projects within the capital plan.

The primary focus of this position is to provide support on the development and management on all capital program projects on behalf of the Maritime College. This position will not be involved with day-to-day facilities maintenance & operations.

The incumbent must be able to effectively manage and balance effort between short and long-term capital planning efforts and address the day-to-day management of active capital projects.

This position is responsible to act as the point of contact for SUNY's MWBE Process and submit quarterly compliance reporting related to MWBE compliance.

Specific Duties and Functions

  • Develop capital projects request, funding request and closeout documents to SUCF
  • Maintain and reconcile all capital accounts
  • Create purchase requisitions using capital funds
  • Monitor project budgets and financials throughout the project lifecycle
  • Record and maintain records of project files, permits, design documents and testing reports documents for all capital projects
  • Manage projects in the annual appropriation for Minor Critical Maintenance
  • Work with campus constituents, both senior administration and facilities management and SUCF to determine campus needs, priorities and criteria develop capital programs over a multi-year time frame
  • Work with SUCF Capital program management in the development of prospective projects to be included as future legislative requests. Review, collect and disseminate information that supports and documents a projects scope.
  • Scope, develop and administer campus let projects from inception to completion. This will include participation in consultant selection as well as design review activities and supervision of campus let contractors
  • Continuously work with campus and SUCF staff to monitor the progress of specific capital projects as well as the financial status of the campus capital plan
  • Anticipate potential problems impacting feasibility, budgets and schedules and work to solve or lessen problems and maintain communication with campus and SUCF staff
  • Attend project meetings, produce meeting documents, and confirm the accuracy of the minutes of project meetings
  • Adhere to MWBE Compliance in accordance with NYS Contract System
  • Act as the point of contact for SUNY's MWBE Process
  • Prepare & submit NYS MWBE Quarterly Compliance Reports
  • Act as a point of contact between SUCF construction personnel and the campus. Coordinate between operations and construction tasks
  • Other duties as assigned


Job Requirements:

Required Qualifications

  • Bachelor's Degree or minimum 5 years of significant administrative experience
  • Strong written and verbal communication skills
  • Strong interpersonal and organizational skills
  • Experience in educational campus facilities operations
  • Familiarity with institutional facilities and the ability to assist in development of a capital program that properly sequences projects in support of campus goals and timeframes is essential

Preferred Qualifications

  • Experience with estimating and project scheduling
  • Experience in capital project design and construction management, construction industry, construction supervision, architecture, engineering, or related field
  • Technical knowledge of design and construction industries
  • Ability to comprehend construction drawings and specifications
  • Experience with historic preservation issues
  • Experience in educational campus facilities operations or project management


Additional Information:

Classification/Salary Range: The Capital Program / MWBE Coordinator is a UUP position. The anticipated salary range for the position is $65,000 - $90,000 annually, with an outstanding benefits package (for more information please see the UUP Benefits Summary. Salary will commensurate with experience and qualifications. Review of applications to commence immediately and conclude when the position is filled.

Special Notes: This is a full-time calendar year appointment UUP Position. Fair Labor Standard Acts (FLSA) Exempt position, not eligible for the overtime provisions of the FLSA. Internal and external search to occur simultaneously.
