Overview

The role of the Project Specialist involves spearheading the development and enhancement of Protective Systems Testing (PST) participation in Automation and Control systems within substations. The primary responsibility is to act as a liaison between PST and the Protection and Control Engineering team, ensuring the timely completion of projects and implementation.Moreover, the incumbent will be accountable for providing leadership to equip field personnel with the necessary tools and knowledge to comprehend and troubleshoot Automation systems in substations, including RTUs (Remote Terminal Units), SCADA (Supervisory Control and Data Acquisition), Alarm Panels, HMIs (Human-Machine Interfaces) and IEC 61850 relay protection schemes.The ideal candidate must possess expertise in protective relay systems, encompassing their operation and maintenance. Additionally, familiarity with the operation of transmission and distribution equipment, as well as electrical testing of protective relays and supervisory and control systems, is essential. Competence in communication lines and systems testing and protocols is also required.Proficiency in various computer applications is a must, such as MS Office, Drawing Database Systems, Doble Protection Suite and Protective relay software. Strong verbal and written communication skills are essential for effective collaboration and project execution.Being a team player is crucial, as cooperation and collective effort are vital to achieving common goals. Prior supervisory experience is required, as it will facilitate efficient leadership and coordination within the team.

Responsibilities

Core Responsibilities
  • Developing and participating in standards practices and implementations related to Controls and Systems applications within substations, such as RTU, SCADA, Alarm Panels, IEC 61850 relay protection schemes and HMIs.
  • Designing training courses and curriculums centered around IEC 61850 implementations on Coned systems.
  • Bridging the gap between Protection and Control Engineering and PST in new automation projects, especially those involving emerging technologies beyond the typical expertise of PST.
  • Reviewing engineering design packages for capital projects and collaborating with engineering to provide feedback and propose design improvements.
  • Creating simulators for different automation systems to serve as proofs of concept and training tools for PST and SSO personnel.
  • Collaborating closely with Project Managers, Project Engineers, and Planners to coordinate and sequence capital and O&M work plans and schedules.
  • Developing system descriptions and troubleshooting pointers to expedite problem identification, increase system reliability, and reduce future maintenance costs.
  • Utilizing extensive experience in automation projects to offer engineering-specific feedback to tailor future implementations for better functionality across Substation Operations, Substation Maintenance, ECC, and PST.
  • Monitoring and ensuring the successful pursuit and achievement of Corporate and Department goals, as well as relevant performance indicators.
  • Proposing innovative approaches for PRC-005 compliant automated systems to minimize outages' impact and reduce maintenance time, thus decreasing O&M spending.
  • Implementing Human Performance Improvement (HPI) tools in work plans.
  • Leveraging computerized systems to enhance operational efficiency and reporting across all aspects of day-to-day operations.
  • Developing creative solutions and plans to strengthen and modernize existing legacy systems.
  • Develop test plan for microprocessor-based relays as needed.
  • Assisting in adhering to schedules during new system installations by providing on-field support as a dedicated reference with training tools and written technical references.
  • Participating in department meetings and disseminating relevant information, including procedure changes and project schedules, while ensuring consistent implementation throughout different department sections.
  • Attending NATF System Protection Practices meetings.
  • Providing guidance and instruction on performing necessary field activities to meet PRC compliance requirements.
  • Interfacing with designated organizations, departments at O&R and CECONY, as well as service vendors and contractors, to achieve sustainable compliance with NERC PRC and CIP requirements.
  • Creating and delivering presentations as needed.
  • Undertaking other related tasks and assignments as required.
  • Developing and participating in standards practices and implementations related to Controls and Systems applications within substations, such as RTU, SCADA, Alarm Panels, and HMIs.

Qualifications

Required Education/Experience
  • Associate's Degree Electrical Technology, Electrical Engineering Technology, Electromechanical Engineering Technology, Electronics Technology, Energy Technology or Telecommunications Technology and 8 years of work experience with relay protection systems or equivalent is required
  • Bachelor's Degree Engineering and 6 years of work experience with relay protection systems or equivalent is required
Preferred Education/Experience
  • Master's Degree Electrical Engineering and 4 years of work experience with relay protection systems or equivalent is required
Relevant Work Experience
  • 2 years Prior Supervisory Experience Required
