CITY PLANNER V (Historic Preservation)

DEPARTMENT OF PLANNING & DEVELOPMENT

Bureau of City-wide Planning

Number of Positions: 1

Starting Salary: $80,472.00

Under general supervision, performs professional urban planning of a complex nature, typically requiring the coordination of projects relating to the development and revitalization of residential, commercial, and industrial communities, and performs related duties as required.

ESSENTIAL DUTIES

· Project management of Citywide Adopt-A-Landmark Fund, including developing and promoting application rounds, evaluating applications, communicating with applicants, guiding projects through Landmarks Commission and City Council process as applicable, coordinating with City departments, outside agencies, and property owners to executing legal and escrow agreements, conducting site visits to monitor work and verify completion

· Reviews of architectural plans in compliance with Landmarks Ordinance and rules and regulations of the Commission on Chicago Landmarks

· Reviews and processes applications for the Class L incentive, including analysis of financial structures and rehabilitation scopes of work, guiding projects through Landmarks Commission and City Council processes, and evaluating completed projects for compliance with the Class L ordinance

· Prepares project summary reports for review by and presentation to the Landmarks Commission and City Council committees

· Works with City departments, governmental agencies, and property owners and their consultants on finding solutions for rehabilitation of endangered historic properties

· Manages landmark designation projects, written by consultants on behalf of owners seeking landmark designation to access incentives or other benefits such as Class L, parking relief, permit fee waivers, Planned Development (PD) projects, etc.

· Evaluates buildings and sites for potential landmark designation using a variety of online and traditional research sources

· Assists in preparation of Chicago landmark designation reports, manages landmark designation process including presenting findings to Landmarks Commission and City Council

· Provides technical assistance to the public regarding various incentives and treatment of historic properties and responds to general inquiries

Additional duties may be required for this position

Location: City Hall, 10 th Floor

Days: Monday – Friday (occasional Saturday hours will be required)

Hours: 8:30am – 4:30pm (occasional evening hours will be required)

Qualifications:

MINIMUM QUALIFICATIONS

  • Graduation from an accredited college or university with a Bachelor’s degree in Urban Planning, Urban Design, Architecture, Landscape Architecture, Transportation Planning, Environmental Planning, or a directly related field, plus five (5) years of planning work experience, OR

  • Graduation from an accredited college or university with a Master’s degree in Urban Planning, Urban Design, Architecture, Landscape Architecture, Transportation Planning, Environmental Planning, or a directly related field, plus four (4) years of planning work experience

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a skills assessment and/or written exercise as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

  • A Bachelor’s degree in Architecture or a Master’s degree in Architecture, Architectural History, Historic Preservation, or a directly related field

  • Previous work experience in architecture, architectural history, historic preservation, or a directly related field
