Summary This position is in the Department of Veterans Affairs (VA), Chillicothe VA Medical Center (VAMC). The position is in the Boiler Plant, Facilities Management Service (FMS) and works under the direct supervision of the Maintenance & Operations (M&O) Supervisor. The primary purpose of the position is to supervise the operations, maintenance, and repair of a natural gas/fuel oil (conventional) steam generation plant, and reverse osmosis and softening plant. Responsibilities Duties include, but are not limited to: Supervises emergency response and repair of a variety of technical fields such as Maintenance Mechanic, Carpenter, Roofer, Locksmith, Electrician, Electronics Technician, Plumber/Pipefitter, HVAC Mechanic, Water Treatment Plant Operator, and Heavy Equipment Operator and be qualified to instruct on Boiler Plant and Utility Operations. Possesses the knowledge and skill of all equipment and utility systems within the facility and supervision of emergency repair on medical center buildings and equipment. Ensures continuous supply of steam and domestic water services to the medical center; using proper procedures to inspect, operate, and maintain the steam distribution system throughout the boiler plant; and maintain production of steam. Responsible for the operation and maintenance of all boiler plant equipment, therapeutic swimming pool, HVAC cooling tower operations, facility potable and process water systems sampling and bacteria testing and prevention program. Makes decisions in emergency situations, shifting boiler loads and plant configuration/isolations, troubleshooting problems, acts as an emergency response to campus-wide facility and utility emergencies. Ensures Utility Systems Repair Operators input work orders into the work order management system for all identified work. Authorizes all overtime call back for coverage of continuous operations of the boiler plant, to ensure proper shift compliance levels. Maintains hourly, daily, weekly, monthly, and annual log sheets and operates, checks, and performs preventive maintenance. Physical Requirements/Working Conditions: This position requires heavy lifting, heavy carrying, pulling, pushing, reaching, walking, standing, crawling, kneeling, climbing with 45 pounds or more. Incumbent may be working outside in uncontrolled environments, in inclement weather conditions. Conditions may include; excessive heat, cold, humidity dampness or chilling. Subject to constant noise, fumes, solvents, dust, electrical energy, slippery or uneven walking surfaces, working around machinery with moving parts, moving objects or vehicles, working on ladders, working below ground, and working alone. Education Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
