DESCRIPTION: Under general supervision of the Human Resources Director, performs complex human resources management work using a high level of initiative and sound judgement. Serves as back up to the Human Resources Director, administers and implements assigned personnel programs and services including personnel policies, classification and compensation, employee performance, employee relations, and other program areas as identified or assigned. ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. This list is ILLUSTRATIVE ONLY,\ and is not a comprehensive listing of all functions and tasks performed by incumbents of this classification.\ TASKS:\ Performs complex human resources management work and serves as back up to the HR Director in all functional areas to include planning, development, coordination and implementation of human resource functions. Maintains high standards of confidentiality in all aspects of the job.\ Oversees and resolves complex employee relations issues; resolves work conflicts and grievances; addresses employee-raised issues and concerns; conducts effective, thorough and objective investigations. Facilitates and ensures appropriate documentation of corrective action processes, including disciplinary actions up to and including termination processes. Initiates, tracks, and processes performance evaluations; assists in reviewing and tracking performance improvement plans. Provides performance management guidance to management, including coaching, counseling, career development, and disciplinary actions, as needed.\ Uses surveys, interviews, and other studies to conduct research regarding human resource policies, compensation, and other employment issues. Assists in developing and reviewing policies, procedures, rules, and regulations. Assists with the interpretation of personnel policies and procedures; responds to complex requests for information and assistance from employees, management, outside agencies, and the public. Develops and produces various reports and analyzes data to assist in redirecting or implementing new policies, procedures, processes based on conclusions derived from the analyzed data.\ Identifies, implements, and conducts various human resources related training for departments, supervisors, and employees. Assists with the development and review of job descriptions. Participates in compensation research, organizational studies, and makes recommendations to ensure internal and external equity is maintained. Edits and revises various written documents produced by staff.\ Assists in the administration and maintenance of the Citys FMLA, ADA, and shared leave programs. Acts as a backup to the recruitment process and may participate in various aspects of the recruitment process as a Human Resources representative. May assist with posting notices and keeping records of City Board and Commission seats. Acts as the back-up Privacy Officer in the absence of the Privacy Officer.\ Human Resources Specialist III (Continued)\ Actively supports and upholds the Citys stated mission and values, including being open for business and providing excellent customer service that is externally focused.\ Actively works to inspire a vibrant community through departmental work and ensures departmental work fits the Heart of Arizona Wine Country branding.\ May coordinate additional programs as assigned by the HR Director. Performs other duties as assigned.
