Overview

IT PROGRAM MANAGER (VSYSADMIN-2024-21406):

Bowhead seeks an IT Program Manager to join our team in supporting the Program Management and Operations Division. The IT Program Manager will provide leadership to Site Leads and support personnel in managing all operational aspects, including program execution, growth, and risks management. The Program Manager is responsible for managing the team that provides NSWCDDcomputer operation, system administration, web development, Information Assurance and IT Support Center functions for multiple commercial-off-the-shelf (COTS) and Government off-the-shelf (GOTS) hardware and software solutions and tactical systems in both classified and unclassified environments under the cognizance of the Integrated Combat Systems Department (V).

Responsibilities

Job Duties to include but not limited to:

  • Must be responsive, reliable, detail-oriented, and possess a strong motivation to build a productive relationship with internal and external team members.

  • Essential functions to include - Validating technical and financial reports, analyze metrics, identify and mitigate risks, identify areas for improvement, and develop corrective action solutions that meet operational goals.

  • Conducting program meetings, reviews, and coordinate briefings with customers and senior management.

  • Interview, hire and onboard personnel, providing team supervision, coaching/mentoring to ensure technical efforts proceed within budget/schedule and meet customer requirements.

  • Provide contract management and planning, directing and monitoring program budgets, schedules and performance standards to ensure customer receives quality support.

  • Serve as primary customer contact for program information.

  • May be responsible for business development within current customer base and/or for new customers.

Qualifications

  • Five (5) years program management experience demonstrating a thorough understanding of Navy Computer Program support facilities missions (such as Aegis), engineering and operations, as well as experience with management of a major technical information technology support contract (Navy preferred).

  • Five (5) years of leadership experience and responsibility in managing similar Information Technology (IT) programs within Department of Defense (DoD) environments.

  • One of the following:

  • BS degree in Business Administration, Project Management, or equivalent.

  • Project Management Professional (PMP) certification or Federal Acquisition Certification Program/Project Managers (FAC-P/PM) Senior Level certification in Program Management or equivalent.

  • Experience with all of the following:

  • Organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of Contractor personnel at multiple locations.

  • Consulting with customer and Contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.

  • Directly contributing to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.

  • Ensuring proper performance of tasks necessary to ensure the most efficient and effective execution of the contract.

  • An understanding of acquisition, logistics support, change control and thorough knowledge of the Navy’s contractual process.

  • Utilizing expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.

  • Familiarity with one or more Departments on Dahlgren is desired.

  • Demonstrated experience with dynamic cost reimbursable incrementally funded contracts supporting Multiple Work Areas and customers is desired.

  • Demonstrated experiencing managing a contract with 30 FTEs and multiple subcontractors.

  • Experience should include administrative oversight handling of contractual matters, corporate management, and ability to provide overall technical, schedule, cost direction.

  • Experience serving as a liaison between the government representative and the COR.

  • Must be knowledgeable of DoD contractual processes.

  • Must be able to multi-task, manage priorities and work independently with little direction.

  • Knowledge of change management principles and performance evaluation processes

  • Ability to communicate effectively with all levels of employees and outside contacts. To receive and respond to instructions/assignments, must be able to read, write and speak English.

  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

  • A PMP is desired.

Physical Demands

  • Must be able to lift 25 pounds on occasion.

  • Must be able to stand and walk for prolonged period amounts of time.

  • Must be able to twist, bend, and squat periodically.

SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain a security clearance at the Secret level. US Citizenship is a requirement for this contract.
