Department: Governor’s Office (Economic Recovery Office)

The Governor’s Office of Economic Recovery was created in response to the COVID-19 pandemic and the overall need to coordinate the State’s economic response and oversight of the execution of funding designed to respond to the negative economic effects of the pandemic and ensure they are directed to transformational change. The Office, including staff embedded within departments implementing stimulus funding, is empowered to lead all Administration stimulus programs including working across bureaucratic silos and challenging existing agency thinking to achieve a bold result. The role of the Office has expanded to include the maximization of federal funding under the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA).

Description of Job

Hiring Salary Range: $70,000-$86,000 annually

Expected Annual Travel: Travel to and within Southeast Colorado (Baca, Bent, Crowley, Kiowa, Otero, and Prowers Counties) will be required, estimated 2-4 days per month.

*THIS IS A TERM-LIMITED POSITION WITH AN ANTICIPATING END DATE OF May 31, 2027 WITH THE POSSIBILITY TO EXTEND BASED ON AVAILABLE FUNDING.

The Position

The Governor’s Office of Economic Recovery (“Recovery Office”) was recently selected for a US Department of Transportation Thriving Communities Regional Pilot Program (TCP). The Thriving Communities Program provides technical assistance to disadvantaged communities, helping them better access funding to deliver meaningful transportation projects. This program and position will support Colorado’s Southeast Transportation Planning Region (SE TPR) which represents Baca, Bent, Crowley, Kiowa, Otero, and Prowers Counties and the towns within those communities.

This position will be part of the Recovery Office, with full access to the state agency and policy team expertise to ensure integration of TCP projects with other state and regional mobility access, resilience, and economic development plans. The position will be supervised by the Recovery Officer for Local Government Strategic Coordination and will work collaboratively with Colorado Department of Transportation (CDOT) regional staff and the Department of Local Affairs (DOLA) Regional Manager . This position will collaborate with our project partner, Southeast Colorado Enterprise Development, Inc. (SECED), and participating local governments to move transportation projects forward toward implementation. The position will also manage related capacity building efforts, program evaluation and peer education within the region.

The ideal candidate is proactive, detail-oriented, experienced in federal grant writing and/or federal grant management, and has demonstrated the ability to build trusting relationships and work collaboratively with stakeholders in rural or resource-constrained communities. The ideal candidate will have experience and skills that align directly with or can be transferred to work that includes:

  • Federal funding opportunity analysis and grant writing

  • Federal grant management

  • Transportation planning

  • Project management including developing scopes of work and budgets

  • Peer learning, training and capacity building

  • Working with rural and resource-constrained local governments

Key Responsibilities

Transportation Funding Technical Assistance

This work will be done in coordination with the Recovery Office, state agencies and SECED, with a focus on funding opportunities that help the region meet their transportation goals.

  • In coordination with the Recovery Officer for Local Government Coordination and the Region 6 Regional Grant Navigator, serve as a point of contact for local governments wanting to submit funding requests for transportation projects. Ensure that the appropriate state agency is engaged to address stakeholder needs.

  • Collaborate with SECED, state agencies and other partners to provide technical support to participating Southeast Colorado local governments to apply for funds for transportation projects.

  • Facilitate stakeholders for collaborative federal funding applications.

  • Assist with grant writing, grant review, and project planning.

  • Coordinate Letters of Support from state agencies and the Governor.

  • Other support to local governments to maximize IIJA and IRA investment in Colorado as needed and as directed by the Recovery Office.

Training and Capacity Building

A core goal of the Thriving Communities Program is to build local organizational capacity and strengthen relationships between key stakeholders to position partners for future funding opportunities beyond the three year Thriving Communities program timeframe.

  • Develop and implement peer-learning, networking, knowledge sharing and or training on capacity building topics such as

  • grant navigation,

  • grant writing,

  • project planning,

  • inclusive community engagement,

  • Federal grant management

  • Other topics of interest to the stakeholder communities

  • Identify and share best practices for rural transportation project implementation

  • Participate in Department of Transportation convenings and peer learning activities and integrate relevant shared strategies, tools and lessons learned.

Project Management and Consultant Oversight

This program will have access to consultants to assist with grant writing and project planning. This position will coordinate consultant-led projects prioritized by SE Colorado communities.

  • Collaborate with stakeholder communities to define a scope of work for grant writing or project planning for an external consultant.

  • Work with consultant(s) to determine an acceptable level of effort and budget.

  • Monitor the consultant budget and activities of the contractor

  • Oversee the completion of the consultant’s scope of work, including approval of work produce and invoices.

  • Participate in resolution of conflicts between the consultant and the stakeholder communities if needed.

  • Ensure that stakeholder communities are meeting their responsibilities to the consultant.

Grant Tracking, Grant Management, Data Management, Reporting, Communications

  • Identify and track funding opportunities that advance the transportation goals of the region.

  • Establish and monitor milestones and other measures of success for technical assistance and other projects under the leadership of this position.

  • Enter data into Salesforce database to track return on investment of technical assistance and grant writing assistance.

  • Provide data for internal and external reports as needed.

  • In collaboration with the Communications Team, develop case studies and other communication materials to promote the success of the program and best practices.

Other Local Government Funding Coordination

At the direction of the Recovery Officer for Local Government Strategic Coordination:

  • Provide lessons learned and best practices to stakeholders and grant navigators in other regions in the state

  • Assist with other tasks related to the grant navigation, grant writing and technical assistance to other regions in the state.

  • Participate in Regional Grant Navigator meetings, trainings, and other activities.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

At a minimum, this position requires:

  • At least five (4) years* of professional experience working on the implementation, financing and or technical assistance for transportation or other infrastructure or community development projects; AND

  • Demonstrated ability to produce professional communications through email, phone, video and in-person meetings; AND

  • Understanding of and commitment to rural development and equity as demonstrated through work, education and/or lived experience

  • *Note: A degree from an accredited college or university or specialized training in fields relevant to this position may substitute for related occupational experience on a year-for-year basis up to two years.

    Preferred Qualifications Include:

  • Experience with federal grant opportunities (e.g. grant writing, grant reviewing, grant navigation)

  • Experience managing federal grants

  • Experience in transportation planning, specifically in rural communities

  • Experience developing project scopes of work and budgets

  • Experience developing and implementing peer-learning, networking, knowledge sharing and or trainings

  • Experience with State of Colorado contracting, invoicing, and project management.

  • Experience working within rural, resource-constrained local governments..
