Job Summary
As Labor Relations Administrative Assistant works closely with the Deputy Director of Labor Relations and Administrator of Labor Relations and other Directors, managers/ supervisors and Human Resources cohorts
Examples of Duties
Essential Duties and Responsibilities ( may perform other duties as assigned )
Coordinates and provides support to the Chief Negotiator in the collective bargaining/ negotiation process
Assists in the preparation for negotiation ensuring that copies of proposals, and other documents are prepared.
Creates, maintains and organizes negotiations notes, tentative agreements, budgeting and costing documents
Ability to read and comprehend collective bargaining agreements to assist with writing/drafting proposals.
Assists with creating Summary of Changes.
Assists with finalizing collective bargaining agreements.
Retrieves information from other departments/divisions on behalf of Labor Administrators
Maintains list of BU and complete updates as needed
Understands confidential nature of the job
Research MERC decisions relevant for use during negotiations
Research grievances relevant for use during negotiations
Minimum Qualifications
Qualifications (required):
An associate’s degree or higher preferably in secretarial science, business administration or paralegal studies
Three to five years of Labor Relations or Human Resources experience.
Qualifications (preferred):
Experience in Labor Relations and Collective Bargaining support preferred.
Knowledge, Skills, and Abilities
Thorough and detailed oriented.
Proficient in Microsoft Word and Excel.
Knowledge of Smartsheet application.
Ability to request and decipher relevant reports from HR/HRIS
Ability to request job specifications
Ability to request Rates and compile salary data properly
Strong speaking and writing skills, with correcting grammatical usage.
Skill in taking comprehensive notes during negotiations, LR meetings and various administrative proceedings.
Knowledge of departmental organization and work functions, practices, procedures, rules and regulations and municipal organization.
Knowledge of general office work, terms, methods and practices.
Knowledge of common English usage, grammar, spelling and punctuation.
Skill in coordinating and expediting activities.
Ability to organize and prioritize work to assure timely and effective completion of assignments.
Ability to manage several priorities and concurrently respond to workplace dynamics in a timely and proactive manner.
Ability to assume individual accountability with resourcefulness and minimal supervision.
Ability to exercise tact and discretion in interacting with departmental officials and staff, representatives of various outside agencies and the public.
Ability to develop and maintain effective working relationships.

The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
WORKERS COMPENSATION – Covered by applicable laws.
UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.
This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.
Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
