Essential functions (job duties):
JOB PURPOSE
Manages the day-to-day technical operations of the Federal Aid Programs to ensure compliance with Federal Aid regulations. Ensures reconciliation of all Federal Programs delivered through the U.S Dept. of Education. Serves as a member of the unit's management team.
ESSENTIAL FUNCTIONS
Develop, review, and analyze monthly reconciliation reports for the loan and federal programs including Stafford Loans, PELL, SMART, ACG, TEACH, and Return of Title IV Funds. Coordinate Federal Direct Loan and Pell Reconciliation with other members of the management team, financial aid officers, and support staff. Coordinate review of data output with support staff. Monitor completion of reports to ensure data integrity.
Ensure timely transactions are accepted for funding draw-downs.
Execute daily operation of multiple technical processes within the Banner system while interacting with various members of the unit and within the campus wide community.
Manage day- to-day processing of FAFSA transactions, Grant, and Loan transmissions between the U. S. Department of Education and the Institution. Coordinate resolution of rejected grant and loan origination and disbursement records.
Oversee and supervise staff. Will recruit, hire, train, direct daily activities, discipline and develop the staff to ensure accurate and timely customer service and service delivery. Ensure transactions for all academic and non-academic personnel within the assigned units are performed in compliance with University policy and procedure.
Review, assess and coordinate technical and software updates to ensure business practices are updated and accommodated. Trouble-shoot and resolve system related issues. Provide direction for utilizing Banner to track, package, and communicate with students.
Assist with business process review and prepare audit documentation for Fiscal Compliance Unit. Utilize system improvements to ensure compliance while improving customer service initiatives. Contribute to the on-going strategic planning process.
Provide time-sensitive accurate data and analytics to department regarding funding projections, awarding practices and communications.

Qualifications:
Education : Bachelor's degree
Additional Education Information: Bachelor's degree from an accredited college or university or an equivalent combination of education and/or experience.
Experience : Experienced
Additional Experience Information:Minimum 3 years of full-time Financial Aid experience more specifically in Direct Loan, Pell, and Federal Financial Aid programs. Experience and working knowledge of both the Federal Direct and Pell Programs, including reconciliation and close-out. Experience importing and exporting ISIR/EDE through ED connect and must be able to interpret regulations to implement systems, practices, and programs.
Must possess knowledge of IT practices, data analysis, accounting theory and principles.

Technical Knowledge - Demonstrated ability to manage technology and automated business processes. Ability to compile and assess accounting and statistical data. Comprehensive understanding of federal laws and regulations governing the student loan programs and student eligibility for financial aid. Extensive working knowledge of PELL, Federal Direct Loan, Common Origination and Disbursement (COD) system, and Return of Title IV programs.
Interpersonal Skills - Effective interpersonal and customer service skills. Ability to handle pressure situations, including dealing with sensitive and confidential human relations situations.
Organizational Skills - Ability to prioritize and plan work activities; adapting to changing conditions. Strong organizational skills and ability to work within established deadline and under pressure.
Computer Skills - Proficient in the use of Microsoft Word, Excel, Access, and Outlook. Strong understanding of the University's Banner software system student module. Understanding of SQL and Cognos.
Communication - Must be able to write clearly and informatively, adapting communication style to the media. Must be able to assess to whom information needs to be communicated and to communicate collaboratively and effectively with subordinates, peers, and management. Ability to challenge and debate issues of importance to the organization.
