Conti Federal Services Project Engineer - Environmental in Fairfield, New Jersey

This position does not require relocation, however, it requires rotational travel for 3 weeks at a time, with one weekend home (typical).

General Position Description

The Project Engineer works with the Project Team and our Field Management to construct a safe and quality project, while beating the estimate budgets, improving the total Operating Profit margin over the original bid, and building a strong customer relationship. This position is responsible for assisting with project startup logistics, assisting with environmental permit preparation and submittal, environmental work plan preparation, subcontractor management, submittals, and waste tracking and documentation. Additionally, this position will assist the Project Manager with meeting preparation and documentation, interfacing with the Client and project stakeholders, as well as figure preparation and as-built updates.

The candidate should have a B.S. or M.S. in Civil Engineering, Construction Management, Earth Science, or Geology, with at least three years of related environmental remediation experience, and will be responsible for assisting with implementation of environmental remediation construction activities as part of federal government (US Army Corps of Engineers, US Environmental Protection Agency, and Department of Defense) projects. This position will provide an opportunity to work on major remedial construction projects to mitigate a variety of traditional and emerging contaminants, including r emediation of sites contaminated with hazardous, toxic, and radiological waste ( chlorinated solvents, metals, polychlorinated biphenyls (PCBs),1,4-dioxane, and PFAS) , and munitions and explosives of concern .

Environmental remediation activities will include a variety of methods, including, for soil and/or sediment, excavation and disposal, vapor extraction, and/or thermal treatment; and for groundwater and surface water, dewatering/pumping, filtrations and discharge, and insitu chemical oxidation or reduction via injection methodologies. The work is subject to the requirements for hazardous waste operations specified in Federal Occupational Safety and Health regulation 29 CFR 1910.120. Project work may include establishing temporary utilities, temporary shoring and foundation support, excavation dewatering and temporary groundwater treatment, excavation and transport of contaminated soils to off-site permitted disposal facilities and general site restoration.

Responsibilities

  • Complies with safety procedures/policies and addresses and/or elevates non-compliance among all employees, subcontractors, and vendors.

  • Understanding of project background and scope of work.

  • Supports the preparation and submittal of environmental permit applications for state and local regulatory entities as it applies to remediation activities.

  • Supports the preparation and submittal of environmental work plans and reports,

  • Supports the Quality personnel and the project through the use of the Quality Management System.

  • Develops various construction means and methods with the Superintendent and/or Project Manager to optimize safety, cost, equipment utilization, schedule efficiency, and communication with the client.

  • Manages/reviews subcontractor daily reports to ensure all information is properly recorded before any income, cost, or inventory entry.

  • Monitors material and waste yields and modifies operations to minimize waste.

  • Assists the buyout process and communicates all required information to the Project Team.

  • While onsite, conducts a site walk each day to monitor the project's progress and to remain fully aware of any developing issues.

  • Assists the preparation of the 12-month cash flow schedule

  • Assists project manager with billing and change order preparation and tracking.

  • Subcontractor engagement and management and holds the subcontractors accountable to their agreement. Attends the subcontractor coordination meetings.

  • Provide updates to schedules, drawings/figures, and specifications.

  • Actively participates in the development of the Four Week Look Ahead schedules with the Superintendent and Project Manager using basic logic to incorporate resources, submittals, approvals, lead times, restraints, and milestones.

  • Participates in relevant daily huddles to ensure the projects are expeditiously and profitably constructed.

  • Establishes excellent working and professional relationships with the clients and their representatives and/or field inspectors.

    Qualifications

  • For Security Clearance Requirements – must be a US Citizen, as required.

  • Bachelor’s Degree in Civil Engineering, Construction Management, Earth Science/Geology, or related field with three or more years of experience.

  • Background in project start-up meetings, sub-contractor and vendor by-outs, owner estimates, sub / vendor requisitions and cost-to-completes.

  • Coordinating, overseeing and/or directing site remediation work to include excavation, dewatering, permitting, waste characterization, and transportation and disposal coordination.

  • Overseeing site remediation activities, including groundwater treatment system installation, in-situ remedial amendment injection/application, soil/sediment excavation, capping, and remediation system installation, operations and maintenance, and decommissioning.

  • Management and assessment of project site data.

  • Preparation of GIS maps and updates to CADD drawings.

  • Preparation of written workplans, technical progress reports, and final reports as part of team for submittal to federal clients and teaming partners.

  • Must have demonstrated positive work ethic, excellent teamwork, communication and people skills.

  • Entrepreneurial with a well-rounded business perspective.

  • Has a solid time management system and demonstrates excellent organizational skills. This position include a mixture of remote work and onsite project work, primarily in Northeast and Mid-Atlantic regions.

  • Working knowledge of MS Word and Excel, CADD or GIS, P6 Primavera software.

  • OSHA 40-Hour HAZWOPER certification preferred.
