JOB SUMMARY

Payroll at the University is comprised of compensation paid to nearly 2000 faculty, staff, administrators and student workers and approximates nearly 70% of the University’s total operating budget. The Director of Payroll is primarily responsible for planning, directing and supervising all activities related to payroll and ensuring that payrolls are processed timely, accurately and in compliance with applicable government regulations and contractual obligations. The University currently utilizes the services of ADP as its payroll servicer and there are currently five unions at the University; each of which has an underlying collective bargaining agreement which defines compensation for its members. The Director of Payroll should also provide insight on opportunities to enhance service and efficiency with regard to organizational structure, business processes and use of technology. Although the Director of Payroll is a member on the Finance unit, the successful candidate must work collaboratively with the human resources team as well as each of the operating units at the University.

SALARY INFORMATION:

In compliance with New York’s Pay Transparency Act, the annual base salary range for this position is $110,000 - $117,000. Adelphi University considers factors such as departmental budgets, scope and responsibilities of the position, candidate’s work experience, education/training, key skills, internal peer equity, as well as market and organizational considerations when extending an offer. The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

REPORTS TO: AVP of Accounting Operations and Reporting

RESPONSIBILITIES & DUTIES:

  • Set up New Hires, process changes, terminations, direct deposit, taxable fringe benefits, deductions for administrators, clerical, facilities, public safety, and hourly employees.

  • Plan, direct and supervise all tasks necessary to prepare each payroll, ensure compliance, accuracy and timeliness of all payroll activities and review current payroll processes and procedures and provide recommendations based upon industry best practices to enhance efficiency and the quality of service provided to the community.

  • Coordinate the application of changes to payroll processes, including changes for new hires, terminations, retirements, and other changes to compensation as well as workflow.

  • Create various management and payroll reconciliation reports to assist in the analysis of compensation at the University.

  • Oversee certain General Ledger account reconciliations.

  • Manage garnishments process.

  • Coordinate accurate and timely reporting and issuance of required tax forms such as W-2 and 1042 forms as well as process payroll tax amendment’s.

  • Review and approve quarterly withholding tax returns and 941 quarterly Federal Tax returns.

  • Manage non-resident alien tax software and send to IRS 1 time a semester.

  • Coordinate the collection of tax information from non-resident aliens.

  • Participate in audit process for payroll related activity (internal, external, 403b, workers compensation).

  • Work collaboratively with human resources and other units to improve current business processes, policies and forms.

  • Serve as liaison between ADP and the University to ensure the appropriate service levels are maintained as well as review and reconcile ADP output once payroll is processed.

  • Oversee and coordinate all aspects of Automated Time and Attendance System.

  • Calculate amounts of Short-Term Disability, Paid Family Leave, Overtime and Special Payments.

  • Process payroll adjustments.

  • Troubleshoot Data Bridge issues.

  • Prepare various reports from Excel as well as ADP Reporting for Payroll and other departments.

  • Prepare Monthly Journal Entries.

  • Prepare Monthly Payroll Reconciliations for the Payroll Cash Account, with regard to Fed. State and Local Taxes, 403B, Garnishments, Grad Assistant taxes etc.

  • Handle all aspects of wage garnishments including making Child Support payments online.

  • Process wire transfer request for credit union deductions and garnishments.

  • Reviewing other Payrolls (D4Q and D4S & D4T) prior to Transmission.

  • Assist with the preparation of reports needed by the independent auditors internal and external.

  • Assist with the preparation of the necessary reports to create the 990 annual return.

  • Process International Students though the FWIS and Tax Nov software.

  • Process Quarterly Worksite Report and Quarterly 941 reconciliation.

  • Process the 1042s and submit to the IRS for the Tax year for international students.

  • Perform other job-related duties as assigned.

  • Excellent interpersonal and communication skills.

  • Knowledge of best practices of payroll operations and business processes.

  • Knowledge of higher education or not-for-profit industry.

  • Experience managing payroll in a multiple union environment.

  • Excellent organizational skills and attention to details.

  • Ability to prioritize workload according to urgency, volume, etc.

  • Ability to maintain confidentiality.

  • Ability to exercise independent judgment with great analytical skills.

  • Ability to work independently and together as a team.

  • Ability to stay abreast of accounting and regulatory matters.

  • Strong computer skills for using Windows, Microsoft Excel, Word and Email.

    EDUCATIONAL/EXPERIENCE REQUIREMENTS:

  • Bachelor’s degree in business is required.

  • Minimum of seven years of Payroll experience is required.

  • Extensive experience in Payroll – ADP is preferred.

  • Prior supervisory experience is necessary.

  • CPP designation is preferred.

  • Project Management experience is preferred.
