Justice, Bureau of Prisons/Federal Prison System Industrial Specialist - Furniture (Industrial Specialist - UNICOR) in Gregg Township, Pennsylvania
Summary Corrections professionals who foster a humane and secure environment and ensure public safety by preparing individuals for successful reentry into our communities. Responsibilities Serves as an Industrial Specialist for a furniture factory for Federal Prison Industries, Inc. (UNICOR). Analyzes correctional industrial facilities areas including building design and factory layout, machinery and equipment, warehousing, production flow, materials movement, staffing, and direct labor requirements. Plans manufacturing projects relating to the vertical integration of UNICOR products and coordinates development of projects which will utilize UNICOR as a source of manufacture for component parts versus purchase from an outside supply source. Oversees prototype furniture production, blueprint verification through prototyping, and testing of in-house manufacturing prototypes, as well as products manufactured at other UNICOR locations. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis. Basic Requirements: Education: Undergraduate and Graduate Education: Major study -- business administration, industrial management, engineering, applied sciences, or other fields related to the position. OR Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the methods, materials, machinery, and facilities used in industrial production operations (which may include exploration, extraction, refining, manufacturing, or processing). This knowledge may have been gained in work such as: Management or supervision of production operations. Industrial planning, industrial engineering, or plant engineering, involving determination of facilities and layout. Process or methods development involving production practices associated with chemical, mechanical, electronic, textile, or food industries. Development of specifications to define product requirements. Sales engineering or buying that required a comprehensive knowledge of production operations. Planning and administering industrial quality control and inspection systems and programs. Comprehensive survey and analysis of industrial operations, organization, capacity, etc. Interpreting and applying contract clauses and government acquisition regulations. Development of plans to determine material requirements and/or schedules for production management. AND In addition to meeting the Basic Requirements above, applicants must have: Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate Education: Major study - - business administration, industrial management, engineering, applied sciences, or other fields related to the position. GS-12:: There is no substitution of education for specialized experience for this position. OR Experience: GS-11 and GS-12:You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-11: Knowledgeable in furniture manufacturing to include Bills of Material and Routings. Experience or knowledge of material cost rolls. Development of specifications to define product requirements. Assisted in finished good pricing models and analyzed competitor pricing to determine competitiveness. Knowledge of Variant Configuration in SAP. GS-12: Expert in furniture manufacturing to include Bills of Material and Routings. Expert in performing material cost rolls. Planning and administering industrial quality control and inspection systems and programs. Developed finished good pricing models and analyzed competitor pricing to determine competitiveness. Ability to write and modify Variant Configuration in SAP. OR Combination of Education and Experience: GS-11 Only: You may have a combination of successfully completed higher education and experience. This experience must have equipped you with the particular qualifications to perform the major duties of this position as described above. Additional Information This position IS included in the bargaining unit. In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for initial appointment to a position in a Bureau of Prisons institution. The representative rate for this position is $97,485 per annum ($46.71 per hour). Special Conditions of Employment Section: Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks. All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm. The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office. On the day of the scheduled interview, a CVA will be administered. The applicant assessment must be completed within a 70 minute time period and a passing score of 68 must be obtained. Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score. Note: The Core Value Assessment will not be administered to current BOP employees. Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.
