The Maryland Department of Transportation, The Secretarys Office (MDOT TSO) is seeking a Payroll Director (Fiscal Services Administrator VI).The Director of Payroll is responsible for strategic leadership and oversight of MDOTs payroll operations. The payroll unit is one of six functional units within the Office of Finance which administers the $20 million biweekly gross payroll for approximately 7,800 MDOT employees. The payroll processing is accomplished with four (4) different systems with selected interfaces to the Central Payroll Bureau in Annapolis. Payroll must be administered timely, accurately, and in compliance with all Federal and State laws, regulations, policies, and procedures, as well as MDOT policies and five separate collective bargaining agreements. The incumbent will also provide labor cost data and prepare payroll cost estimates for budgeting, legislative proposals, and union negotiations. In addition, the Payroll Director will lead payroll system maintenance, enhancements, and technology implementations to improve efficiency.
Duties of this position include, but are not limited to the following:
Direct complex payroll functions
Direct biweekly processing of adjustments and time reports to ensure there are no errors
Direct the biweekly updating of personnel information
Direct the processing of all adjustments for sick leave programs
Direct all implementation to the payroll programs due to legislative and/or MOU changes
