Phillips 66 Specialist, Reliability - Houston, TX OR Bartlesville, OK OR Ponca City, TX in Houston, Texas

As a Reliability Specialist, you will be responsible for planning, coordinating, and executing all activities related to the turnaround. Your primary goal will be to ensure that turnarounds are completed safely, within budget, and on schedule, while minimizing downtime and maximizing plant reliability.

You can choose your work location to be Houston, TX OR Bartlesville, OK OR Ponca City, TX.

Responsibilities May Include:

  • Turnaround Planning: Collaborate with cross-functional teams to develop detailed turnaround plans, including scope definition, resource allocation, scheduling, and budgeting

  • Risk Management: Identify and assess potential risks associated with the turnaround, such as safety hazards, environmental impacts, and operational disruptions. Develop and implement risk mitigation strategies to minimize adverse effects

  • Procurement and Logistics: Coordinate the procurement of materials, equipment, and services required for the turnaround. Ensure timely delivery and proper logistics management to support turnaround activities

  • Contract Management: Oversee contracts with vendors, contractors, and service providers involved in the turnaround. Monitor performance, enforce compliance with contractual agreements, and resolve any disputes or issues that may arise

  • Safety and Regulatory Compliance: Ensure that all turnaround activities adhere to safety regulations, industry standards, and environmental guidelines. Implement safety protocols, conduct regular inspections, and promote a culture of safety among all stakeholders

  • Quality Assurance and Quality Control (QA/QC): Establish QA/QC procedures to verify the quality of workmanship and materials used during the turnaround. Conduct inspections, audits, and quality checks to ensure compliance with specifications and standards

  • Execution Oversight: Supervise the execution of turnaround activities, including plant shutdown, energy isolation, maintenance, repairs, modifications, approved capital projects, and startup procedures. Monitor progress, resolve operational issues, and make real-time adjustments to the turnaround plan as needed

  • Communication and Reporting: Maintain open communication channels with internal stakeholders, including management, capital projects, engineering, operations, and external partners. Provide regular updates, progress reports, and post-turnaround evaluations to assess performance and lessons learned

Required Qualifications:

  • Previous experience in turnaround management, project management, or operations within the natural gas processing industry

  • Strong technical knowledge of natural gas processing operations, equipment, and systems

  • Proficiency in project management tools and software (e.g., IPS, Primavera, Microsoft Project)

  • Excellent leadership, communication, and interpersonal skills

  • Ability to work effectively under pressure, manage multiple priorities, and drive results in a fast-paced environment

  • Familiarity with safety regulations, environmental standards, and industry best practices

  • Willingness to travel and work on-site during turnarounds, which may involve extended hours, weekends, and holidays

  • Valid driver's license and clean driving record.

Preferred Qualifications:

  • Certifications in project management, safety management, or related fields (e.g., PMP, CSP)

Midstream

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
