This is a Non-Represented Position.

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics.

Summary:

This position has primary responsibility for ensuring safe and reliable operations on weekends for all territories. In addition, this position will have multi-department weekend operational oversight including Engineering, Maintenance of Equipment, Transportation and Stations as it will be the highest ranking official on property on weekends. This position will help coordinate planning with MTA Construction & Development, all LIRR Operating Departments and other agencies to minimize customer impacts on weekends with respect to projects, planned & unplanned events and service disruptions. The position will also be a direct link for communication to senior staff for all weekend operations.

Responsibilities:

Responsibilities may include but are not limited to:

  • Direct and oversee all weekend operations and track outage programs on LIRR territory. This oversight includes but not limited to Maintenance of Equipment, Transportation, Engineering and Stations departments focusing on weekend special programs, OTP and consist of requirements.

  • Work with various departments on daily operations such as planning, construction, service disruptions, weather related events.

  • Direct communication link to SVPO, President and agency department heads on weekends describing implications of incidents and communicating responses and requirements. Carry out directives received by executive staff.

  • Provide direction and assistance on weekends to various department personnel and be quick to respond to emergency situations. Be able to make decisions in response to unexpected events that will impact LIRR ridership during weekend operations.

  • Work with operating departments on track outage planning for all force account and capital project outages.

  • Ensure a safe working environment and adherence to guidelines of Corporate Safety policies and procedures. Promote safe work practices and provide safe working conditions.

  • Perform other assignments as requested by Senior. Management.

    Qualifications:

  • Bachelor’s degree in business, Management or related field of study. Demonstrated, directly related, equivalent experience and education may be

  • considered in lieu of the degree requirement, subject to approval.

  • Must possess 12+ years of progressively responsible related operational management experience.

  • Must possess extensive operational background and understanding of LIRR operating practices, operating rules and physical characteristics.

  • Must possess familiarity with how Amtrak and NJT operations may impact LIRR service.

  • Must possess ability to plan, forecast, set objectives/goals to support corporate goals and determine course of action.

  • Must Possess Project Management skills and support Capital Program delivery.

  • Must possess superior analytical, problem solving, judgment and decision-making, planning, scheduling, organizational, interpersonal,

  • management, and leadership skills.

  • Must be able to provide operational updates to LIRR President, LIRR SVPO, agency department heads and other MTA agencies as needed.

  • Must possess ability to balance multiple responsibilities and duties simultaneously.

  • Must possess ability to formulate plans and develop solutions to complex issues and be able to manage incident response.

  • Must be able to work on property on weekends and be available consistent with a 24-hour, 7-day job environment and operational requirements.

  • Must have complete understanding of LIRR Operations, be fully qualified on Operating Rules and Physical Characteristics.

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety sensitive drug/alcohol test may also be required.
