Astellas Pharma Canada (APCA) is currently searching for a Senior Patient Access Programs Manager reporting to Head, Market Access & Government Relations.

Description

  • The Senior PAP Manager plays a critical role in leading the strategic development, execution, and management of the comprehensive and complex Astellas’ Patient Assistance Programs (PAP) for current and future pipeline products.

  • Accountable for developing, implementing, managing, and optimizing the PAP programs required by APCA. The programs must provide maximum value and meet the needs of the patients and Health Care Professionals.

  • Accountable that all the programs meet robust internal processes and compliance polices. The role requires significant interaction with marketing, sales, market access, finance, legal and compliance, regional stakeholders.

  • As Astellas transforms into a highly specialized company, PAPs will play an even more critical part of the success for the future portfolio, in particular with evidence generation.

  • Serve as a subject matter expert who can envision the integration of collecting Real World Evidence that is strategically aligned with medical, marketing and market access needs. This will be pioneering for Astellas globally and will require close collaboration and integration with medical and market access, in country and above country.

Essential Job Duties

  • Lead the design, execution, and management of PAPs in collaboration with marketing, sales, medical, market access, finance, and E&C. Lead the brand cross functional team to identify new program requirements and initiatives, to evaluate current programs, to provide strategic guidance on any modifications, and lead the execution of strategies, as required.

  • Work proactively with cross functional partners to ensure programs meet both internal and external customers’ needs, and to deliver best in class programs for patients and physicians. Work with medical/HEOR to capture Real World Evidence (RWE) in the programs that will support medical, marketing and reimbursement strategies.

  • Be the primary accountable manager for PAPs and ensure programs are compliant to relevant SOPs, local regulation, pharmacovigilance, and data privacy policies. Be a subject matter expert for PAPs in the event of audit or regulatory inspections and oversee and lead the implementation of any Corrective and Preventative Actions.

  • Identify, assess, and manage PAP vendors including training, resource allocation, adherence to contractual obligations, policies, and issues management. Ensure contractual agreements with vendors are in place and vendors follow agreed upon terms/conditions e.g audits. Ensure ROIs are assessed and manage programs with > $7.5 million budget.

  • Lead the management of PAP to ensure they are operating as planned, respond to questions from HCPs and vendors as well as the field team. Track KPIs/insights associated with PAPs and ensure feedback mechanism in place with regular reviews e.g., business reviews with vendors and internal functions to ensure compliance with SOP, audits, etc. Responsible for assessing the financial ROI on investment and leading the strategic recommendation to the PAP throughout the lifecycle of the product.

  • Lead the transition of bridged patients from PAP program to private or public insurers. Ensure seamless approach for customers (patients, physicians) to ensure reimbursement criteria is optimal and patients are bridged smoothly to either private or public payer.

Required Qualifications

  • University degree in business or sciences

  • Must be subject matter expert in Patient Assistance Programs. Must have 5-10 years experience in patient assistance/support programs.

  • Proficient expertise and knowledge of medical and commercial operations in the industry, including public and private payers, and how they affect/interact with patient assistance programs.

  • Strong personal leadership, with excellent collaboration/influencing skills.

  • Excellent customer/vendor management experience, in a regulatory environment

  • Demonstrated high success in leading cross-functional teams to drive business decisions.

  • Strong strategic/analytical thinking and attention to detail

  • Excellent compliance rules and local regulations knowledge

  • Ability to work in a team environment.

  • Proficient in Microsoft Office

Preferred Qualifications

  • People management experience

  • Required fluency in English; French (highly beneficial)
