Department Summary:

The Border Security Department, P711, is part of the Mission Operators Division of the Center for Securing the Homeland (CSH) and oversees the MITRE work program in support of U.S. Customs and Border Protection (CBP). Our current work program includes support in the areas of systems engineering, sensors and surveillance, communications and networking, digital engineering, IT modernization, and cybersecurity. The goal of P711 is to expand the CBP work program in one or more technical areas where MITRE has superior capabilities and resources and can have a significant impact on meeting our CBP sponsor challenges in achieving their vision and mission. The Border Security Department is pursuing growth opportunities in the areas of sensors, radars, communications, signal processing, emerging technology (video/camera/data fusion/visualization), data modernization, cloud migration, data analytics to include decision aids and dashboards, test and evaluation, and cybersecurity.

Job Description:

The Border Security Department is seeking a technically strong, forward leaning individual to perform the role of Group Leader for one of two Systems Engineering groups in P711. In this role, you will be a critical member of the P711 leadership team responsible for workforce shaping, staff management, and work program shaping.

We are seeking an engineer with a technical background in one of the following disciplines: systems engineering, applied operations research, modeling and simulation, RF and satellite communications, artificial intelligence and machine learning (AI/ML), or applied data analytics.

This position will include 10-20% overhead to perform the Group Leader role and 80-90% direct support in areas consistent with the P711 strategic work program and the technical background of the selected candidate. Potential work models include the selected candidate transitioning to direct support in P711 over a period of several months while transitioning out of existing support commitments OR the selected candidate providing ongoing direct support to technical tasks both within and outside of P711.

Responsibilities will include:

  • Workforce shaping to ensure that the staff are well aligned with the current/emerging P711 work program.

  • Staff management to include:

  • Guiding staff in defining their yearly performance goals.

  • Performing a yearly performance assessment for each staff member.

  • Tracking staff progress in meeting yearly goals and modifying/adjusting as needed.

  • Mentoring staff consistent with P711 work program goals.

  • Aiding staff in identifying coverage opportunities that are well-aligned with their skill set and the P711 work program.

  • Work program shaping through identifying potential opportunities for P711 to expand our sponsor base and to grow our impact in helping our sponsors to meet their mission requirements.

Basic Qualifications:

  • Typically requires a minimum of 8 years of technical experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.

  • A technical degree in one of the following: Electrical Engineering, Data Science and Analytics, Operations Research, Systems Engineering, Model Based Systems Engineering, Digital Engineering, Communications Engineering, AI/ML, Computer Science, or another STEM field of study.

  • A record of strong technical, leadership, and management skills.

  • Strong interpersonal skills as well as effective verbal and written communication skills.

  • Experience working with government sponsors and stakeholders.

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • Previous Group Leader experience

  • An advanced technical degree

  • Familiarity with one or more of the following: Python, Cameo, MATLAB, Spectrum-E, C++, Java, Planet.
