Bureau of Naval Personnel MANAGEMENT ANALYST in Millington, Tennessee

Summary You will serve as a Management Analyst in the Afloat Programs Department of NAVMAC. Responsibilities You will serve as an analyst providing support and advice to senior analysts and management concerning DON Afloat Manpower Requirements Program. You will gather data to conduct data analysis and assess results. You will provide written analysis of manpower requirements determination studies, reports, or change recommendations. You will serve as team leader for special projects and studies assigned by higher authority. You will provide manpower determination information and analytical guidance to command military and civilian analysts and colleagues and Echelon I and Echelon II organization manpower managers. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Review Ship/Fleet Manpower Documents (SMDs/FMDs) for accuracy, application of approved manpower policies, technical accuracy of documents and language content; 2) Verify all manpower determination policy constraints and standards have been correctly applied; 3) Maintain statistical databases and spreadsheets to support the Manpower Requirements Determination (MRD) process; 4) Review workload analysis processes with stakeholders to address Fleet concerns; 5) Provide manpower determination technical consulting services to Fleet Budget Submitting Offices (BSOs), Type Commanders (TYCOMs), System Commanders (SYSCOMs), Resource Sponsors (RSs) and other OPNAV offices; 6) Analyze the structure/functions of organizations to develop manpower documents; and 7) Recommend new organization structures, realignment of functions, and/or staffing levels to improve activity's efficiency. OR Have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
