Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Examples of Work
This position is assigned to LDH/OPH/Region 8 . The incumbent serves as the assistant to the Regional Administrator and is responsible for the administration and management of the operations and services in OPH Region 8 and exercises direct supervision over personnel in the Regional Office. Performance of these duties requires knowledge of organizational structure, administrative practices and policies, general program procedures and policies, including knowledge of interrelationships among programs in the areas of organizational structure, administrative procedures, and service delivery and funding (federal, state, local and self-generated).
The incumbent is also responsible for supervising and ensuring the coordination of complex services within the various programs and operations (administrative, clerical, medical, [STD, TB, Family Planning, WIC, Immunizations, CSHS, Emergency Preparedness, etc.] environmental health, vital records, etc.) of the Regional Office and/or Health Units, as well as those services provided through public/private entities in the delivery of preventive care health services for the Office of Public Health.
The duties and responsibilities of this position include but are not limited to:
•Prepares and/or monitors program schedules and staff assignments to ensure maximum utilization and efficiency. Consults with the Regional Administrator/Medical Director (RA/MD) and other members of the regional management team regarding scheduling of staff. Ensures staffing ratios are maintained and initiates personnel action requests as needed.
•Consults with regional administrative staff and office program staff to review policy and procedures, service delivery issues, and ensure compliance with established guidelines. Recommends changes in order to achieve positive outcomes in performance. At direction of RA/MD or Program Manager, revises procedures as needed to meet changes in policy. Coordinates planning activities necessary to implement new programs within the Regional Office and/or Health Units.
•Develops and monitors the Regional Office and health Unit budgets. Manages budget allocation for operation of Regional Office and Health Units. Monitors expenditures on a continuous basis, adjusts funding/priorities as needed and as allowable to ensure funds are available with allocated funding. Approves purchases/expenditures. Prepares annual budget requests with complete and accurate information within established deadlines.
•Assures compliance with OPH and LDH policies related to cash management of all cash receipts of the facility, including: maintaining internal control of all cash collections, deposits and transmittals; insuring the security of all funds on hand; performing periodic audits of fee collection activities; ensuring complete, accurate reporting of all fee collection activities.
•Negotiates professional services contracts required for services provided. Administers the monitoring process for contracts or agreements. As necessary, consults with program managers to recommend changes in current contracts. Reviews utilization of contract funds allocated. Approves invoices for contract payments.
•Provides supervision of Regional Office and/or Health Units and directly supervises staff; approves leave, prepares CPMs, recommends disciplinary action, and recommends staff training as appropriate. Recruits and assists in selection of Regional Office and Health Unit staff; plans assignments.
•Participates in planning for and responds to all emergencies associated with natural and man-made disasters, such as hurricanes, floods, tornadoes, hazardous materials spills, acts of terrorism, etc., as well as disease outbreaks or other imminent threats to the health and safety of the general public.
•Authorizes travel for Regional Office and/or Health Unit staff and approves travel reimbursement requests.
•Represents the Agency in meeting with community groups, governmental and private officials, and others.
