Position: Compensation and Benefits Specialist

Salary: $71,006 - $81,030

In Office Work

Under direction of the Director for Human Resources, perform professional duties managing the agency human resources function by developing and

implementing compensation structures, administering the agency's benefits programs, maintaining the agency workers' compensation and safety

Typical Duties

ESSENTIAL FUNCTIONS

• Develop and maintain compensation programs, including salary structures, role evaluations, and market pricing.

• Conduct market surveys externally and internally to benchmark the organization's compensation practices against industry standards.

• Benchmark jobs against survey data and other market intelligence to determine competitive compensation ranges for each position.

• Maintain job descriptions and job classifications for all agency positions.

• Partner with managers/ directors to gather and document position, organizational structure, and occupational information including

• duties, responsibilities, and skills required by each role.

• Assesses job roles and responsibilities to ensure fair and equitable pay across similar positions.

• Collaborate with HR Generalist to provide updated job descriptions and compensation analysis for open positions to aid in the

• recruitment process.

• Provide guidance on compensation policies, pay decisions, and wage and hour regulations.

• Develop partnership with third party- vendors used for the compensation studies.

• Design and manage incentive and reward programs tied to performance, such as merit increases and bonuses.

• Administer and manage health and welfare benefits for health insurance, retirement plans, life insurance, and other ancillary benefits.

• Oversee wellness programs aimed at improving employee health and reducing healthcare costs.

• Research employee benefits in similar industries; based on findings, recommend changes/ updates to existing offerings/ policies.

• Act as benefits administrator, performing enrollments for all benefits, and process all benefits changes.

• Organize benefits fairs and the annual enrollment of benefits.

• Coordinate the audit of all benefits records and timely provide information as required for program operations.

• Ensure compensation and benefits packages comply with local, state, and federal laws (e.g., Equal Pay Act, FLSA, ACA).

• Interpret and provide benefits information on policies, and procedures to employees on matters involving extensive knowledge of the

• benefit programs.

• Process the removal of agency benefits for terminated employees in a timely manner.

• Stay abreast on industry trends, best practices, and regulatory changes affecting compensation and benefits.

• Coordinate the agency workers compensation and safety programs in accordance with state and federal laws.

• Communicates and provides information on workers compensation to the State of TN, insurance carrier and employees.

• Investigate and manages claims of on-the- job accidents, injuries, and vehicle accidents.

• Maintain the agency annual OSHA reporting and the agency safety records.

• Organize the annual safety shoe distribution to employees.

• Coordinate Safety Management Committee meetings, records minutes, and provide committee information to the employees,

• supervisors and directors.

• Keep abreast of OSHA and workers compensation regulations, changes, and procedures.

• Performs other related duties.

Minimum Qualifications

REQUIRED EDUCATION, EXPERIENCE AND LICENSES:

Bachelor’s Degree in Business Administration, Human Resources, or a related field. Three (3) years of related experience in Human

Resources or a related field.

Valid Tennessee Driver's license.

Preferred Experience, Knowledge, Skills, and Abilities

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Behavioral Skills:

Ability to work with departments and provide business support for the department’s operations; ability to lead, direct the work of others

and manage projects; efficiently plan, prioritize, and deliver work within challenging timeliness; ability to make quality decision relating

to rules, regulations and employment matters, knowledge of human resources procedures and practices.

Technical Skills:

Knowledge of agency personnel policies and all phases of departmental procedures; knowledge of employee benefit plan rules.

knowledge of federal and state requirements to include COBRA/HIPAA compliance. Knowledge and ability to successfully use

various types of software programs, including human resource, payroll, report writing, document imaging, word processing,

spreadsheet, database, and desktop publishing programs; ability to effectively communicate; orally and in writing; ability to perform

accurate arithmetical computations; ability to deal courteously with the public and to resolve problem situations.

Physical Skills:

Willingness and physical and mental ability to perform the duties involved in this classification. Ability to perform work with or without

an accommodation that requires sitting, standing, and walking, dexterity of hands and clarity of vision, speech, and hearing and

powers of observation; other physical duties as required.

Financial Skills:

Data analytical skills, financial modeling with cost benefit analysis and budgeting. Understand statistical methods and interpret data;

financial reporting.
