About the Position: This position serves as an International Affairs Operations Specialist for the U.S. Army Security Assistance Command. The Army's Face to the World, the one-stop focal point for Army FMS, and the international partner of choice in U.S. Security Assistance. Responsibilities Prepare and implement policy and procedural guidance for the Security Assistance Liaison Office (SALO) program IAW with Federal regulatory guidelines. Support the Security Assistance Liaison Officer Program (SALO) to ensure individuals are fully equipped, informed, and enabled to conduct their Foreign Military Sales (FMS) mission efficiently and effectively. Maintain extensive day-to-day personal contacts and relationships with personnel throughout the Army and DoD Security Assistance Enterprise. Coordinate with staff and directorates to provide functional training pertaining to Army and DoD Security Assistance Information Technology capabilities and Foreign Military Sales (FMS) management processes. Executes budget forecasting, planning, procurement, and billing. Current Department of Army Civilian Employees In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes equipping international liaison officers to conduct Foreign Military Sales (FMS) missions within Department of Defense, Department of Army, federal, state, and local regulations/laws; developing local policy guidance for Security Assistance Liaison Office (SALO); maintaining extensive day-to-day personal contacts and relationships with various personnel and agencies; and briefing senior U.S. and foreign country representatives on the Security Assistance Liaison Office (SALO) program and services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Organizational Awareness Planning and Evaluating Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
