The Office of Citywide Procurement (OCP) develops, awards, and administers approximately 1,100 requirement contracts for goods and services on behalf of all City agencies, departments, boards, and authorities leveraging the City’s buying power and maximizing efficiencies by reducing duplicative work. Procures, on average, nearly $1.5 billion in goods and services for City agencies annually.

DCAS seeks to seeks to hire a Citywide Agency Chief Contracting Officer (ACCO), whose primary responsibilities include but are not limited to the following:

  • Responsible for all citywide requirements contracts for goods, services, special cases, emergency contracts, and intergovernmental procurements.

  • Track and ensure all requirement contracts are reviewed, approved and in place before expiration of previous contract.

  • Review and approve citywide request for new requirements contracts.

  • Assure that the planning and implementation of procurement activities are in compliance with the City Charter and PPB rules.

  • Develop procurement and contacting policies and procedure for the City within allowable guidelines and propose modifications of rules and guidelines.

  • Advise the Deputy Commissioner with respect to public contract hearings, disputes and other procurement related matters.

  • Manage the Procurement unit staff (DACCO and their respective units) in daily activities, including reviewing work of subordinates for effectiveness, efficiency and compliance with established rules and guidelines.

  • Delegate authority to make and implement procurement/contract decisions.

  • Direct and oversee development of training needs for agency staff.

  • Monitor all citywide-specific contracts and citywide requirement contracts through completion.

  • Review and recommend contract changes and modifications.

  • Exercise prudent judgment rendering responsiveness and responsibility determinations.

  • Review and approve OCP specifications and amendments.

  • Possess and exercise ability to perform difficult market trend analyses.

  • Possess and exercise knowledge of price escalation clauses and development of formulas.

  • Hold pre-bid conferences and respond to vendor inquiries.

  • Represent DCAS at the Mayor’s Office of Contracts (MOCS) ACCO meetings and various oversight task force meetings.

  • Chair citywide procurement meetings.

  • Attend citywide management meetings and provide management reports.

  • Act as chief liaison to MOCS, the Office of Management and Budget (OMB), the Mayor’s Office of Operations and the Comptroller’s Office on all procurement and contract maters.

  • Perform other related duties as required.

Qualifications

  1. A baccalaureate degree from an accredited college or university and four years of full-time, satisfactory, professional experience in purchasing, procurement, contract administration or related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

  2. Education and/or experience equivalent to that described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.

SPECIAL NOTE:

Possession of the Certified Public Purchasing Officer (CPPO) certificate issued by the National Institute of Government Purchasing may be substituted for up to one year of the required experience described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.
