City of New York Procurement Analyst, Level III in New York, New York
Job Description
**Applicants must be permanent in the title of Procurement Analyst.
The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The Contract Administration Section oversees the processing of all procurements for the NYPD to meet the needs of the Department. The purchases overseen by the Contract Administration Section include the following types of contracts: (1) Construction related procurements, such as renovations and repairs of NYPD facilities, as well as contracts for scaffolding, and parking lot and sidewalk resurfacing, (2) plant management, including various contracts for maintaining various building systems and equipment, (3) a variety of contracts to meet the Department’s various Information Technology needs, including software, hardware, maintaining and enhancing various Department Systems, and special projects such as the implementation of a Gunshot Detection System and a Body Camera System; (4) Various Emergency Contracts to take care of Needs of the Department that come up on an Emergency basis, and (5) contracts for specialized goods and services such as helicopters, firearms, horses, and bullet proof vests. The Contract Administration Section is responsible for making sure that all procurements are processed in accordance with the City’s Procurement Rules and Procedures.
Duties include:
Responsible for the purchase of highly complex and specialized equipment and supplies involving bid solicitations.
Review solicitation requests, conducts open competitive solicitations for capital, expenses, grant funding, reviews all solicitation responses, prepares documents in accordance with procurement regulations and procedures.
Process OGS and GSA Intergovernmental procurements and M/WBE small purchases.
Responsible for investigation of vendors and makes recommendations of award.
Has a good understanding of the city’s Procurement Policy Board rules, as well as experience in processing a wide range of procurements utilizing various procurement methods.
Effectively utilize passport, FMS and other systems for review and processing of procurements and purchase requisitions.
Monitors all procurement directives and policies established by the Comptroller’s Office, Mayor’s Office of Contract Services, DCAS and City Charter Procurement Policy Board rules.

Qualifications
A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
