Senior University Director, Enrollment Strategy and Budget

POSITION DETAILS

The City University of New York (CUNY) is the nation’s largest urban public university system, comprising of 25 campuses across New York City’s five boroughs. This includes eleven senior colleges, seven community colleges, one undergraduate honors college, and six postgraduate institutions. The Office of Enrollment Management (EM) at the CUNY Central Office is seeking an experienced Senior University Director, Enrollment Strategy and Budget to join its leadership team. This newly created, critical, and collaborative role will holistically lead the fiscal strategy for EM, overseeing a $60M portfolio, promoting EM’s strategic priorities, while maintaining effective and efficient allocation and use of fiscal resources. The Senior University Director will provide guidance and support for short- and long-term planning, budgeting and resource management to all EM units: EM Operations, K-16 Initiatives, University Admissions, University Registrar, and Financial Aid.

Reporting to the Senior University Dean for Enrollment Management, the Senior University Director will work closely with the senior university dean and other EM leaders on an integrated strategic financial planning process to enhance each unit's decision-making ability while efficiently serving the Central Office of Enrollment Management and its strategic goals and initiatives. The role will also work closely with the central offices such as academic affairs, controller, procurement, and liaise with City and State constituents on NYC and NYS funded projects.

Key responsibilities include, but will not be limited to the following:

  • Oversee fiscal planning, budgeting, and resource management to support EM’s strategic priorities, and assess EM operations to ensure alignment with CUNY’s strategic priorities and goals to ensure planning for the support of EM initiatives is effective and uses all staffing and fiscal resources efficiently.

  • Advise EM leaders on management of complex, multi-fund budgets, evaluating outcomes, planning for future needs, and makes recommendations to enhance the efficiency and effectiveness of EM operations.

  • Develop, monitor, and manage budget accounts under the direct oversight of the Senior University Dean for Enrollment Management including regular monitoring of EM’s procurement and personnel requests to ensure requests are moved efficiently through a multi-layered approval process.

  • Develop financial plans, multi-year forecasts and annual budgets for review and approval by the Vice Chancellor for Enrollment Management.

  • Support data collection efforts to continuously improve the quality of fiscal data for ongoing analysis. Analyze trends, patterns, and relations in financial data, presenting findings visually for senior leadership to support strategic decision making.

  • Design and develop standardized reports based upon recurring or critical requests, automated dashboards and metrics for ongoing monitoring of EM resource allocations to support operations.

  • Oversee grants management activities within Enrollment Management.

  • Supervise a team of six professional staff responsible for EM budgeting, procurement, grants, contracts and related activities.

  • Assist in the execution of special projects as directed.

  • Attend and represent CUNY at City, State, and other relevant meetings and/or councils, as assigned.

  • Other duties as assigned.

NOTES:

Until further notice, this position is eligible for a hybrid work schedule.

QUALIFICATIONS

Minimum Qualifications

Bachelor’s degree and eight years’ related experience required.

Preferred Qualifications

  • Advanced degree in a related field from an accredited institution.

  • Demonstrated expertise in budgeting, financial planning, resource management, data analysis.

  • Ability to handle large datasets, run reports and organize information for various sources.

  • Knowledge of financial regulations and policies such as GASB, GAAP, CUNY, NYS, and NYC financial, accounting, and budget policies and procedures.

  • Proficiency with PeopleSoft accounting modules and related technology.

  • Exceptional attention to detail, with strong organizational and time management skills to effectively prioritize and manage multiple tasks and projects simultaneously.

  • Excellent communication skills, both written and verbal, with the ability to interact effectively across all levels of the university and external stakeholders to include federal, state and city constituents.

  • Strong analytical, project management, critical thinking, and problem-solving skills to meet key stakeholders' needs and ability to engage in multiple initiatives simultaneously.

  • Familiarity with enrollment operations in a higher education setting is a plus.

  • Experience collaborating with a variety of campus stakeholders including enrollment management, academic affairs, student affairs, budget and finance and student success units.

  • Ability to work in a fast-paced environment and respond equitably to frequently changing requirements and priorities.

  • Oversees financial resources in a fiscally responsible manner and complies with various legal regulations and University policies

  • Develops financial forecasting models to support strategic planning aligned with goals and initiatives

  • Recommends and implements strategic college-wide policies to ensure financial compliance is maintained

  • Oversees business analyses, budget projections, allocations, financial statements, and statistical reports

  • Develops and manages relationships in regard to fiduciary responsibilities with external institutions, including government agencies, corporations, and funding entities

  • Performs related duties as assigned.

COMPENSATION AND BENEFITS

$132,987 or $141,858 , commensurate with credentials, education and experience.
