Position Summary

Lincoln County's primary care clinic, Coastal Healthcare, is looking for a Program Manager to join their team in supporting our teams at multiple locations (Lincoln City, Newport, Waldport).

The person in this role will plan, implement, and evaluate a complex, multifaceted health care setting working with a culturally diverse population base.

This position is also responsible for utilizing a high level of administrative and professional skills to meet clinic goals and objectives; effectively leading, managing, and supervising the delivery of clinical services, and appropriately allocating resources to address identified program needs.

Essential Functions/Major Responsibilities

Participate in the planning and implementing of Coastal Healthcare goals and objectives:

  • Organize and manage all operational and administrative processes in the assigned clinic to create efficiencies and provide high quality services.

  • Optimize all facets of practice operations including patient access and patient experience, clinic flow, clinic capacity, documentation, billing, and the electronic health record (EHR).

  • Participate in the development of annual budgets for assigned area of responsibility. Monitor and adjust operating budgets to stay within fiscal parameters.

    Create and maintain a high-performance quality improvement environment characterized by positive leadership and a strong team orientation:

  • Maintain knowledge of current trends, developments and evidence-based practices and utilizes knowledge in the execution of work responsibilities.

  • Communicate, as necessary, with clinic staff, departmental personnel, outside agencies and general public to coordinate efforts, resolve operational problems and provide high quality patient care.

  • Train, coach, and mentor clinic staff to use continuous quality improvement principles to create high quality, patient-centered care.

  • Foster an environment of positive peer interactions and peer review

Coordinate efforts to maintain compliance with all quality performance and incentive initiatives to strengthen patient care services and to maximize revenue:

  • Review and update clinical services and implement an approved operations plan to ensure identified strategies, objectives, timetables, and expected outcomes and measures for areas of responsibility are met.

  • Ensure compliance with state and federal laws and other regulatory bodies in order to meet expectations for clinical services.

  • Track Uniform Data System (UDS) data to meet Coastal Healthcare requirements.

  • Conduct quality assurance reviews. Identifies and implements Plan-Do-Study-Act initiatives to improve clinic processes and quality of care.

    Recruit, select, and supervise assigned staff:

  • Determine, assign, and oversee work staff schedules and duties in order to meet operational and clinical needs.

  • Evaluate staff performance based on professional practice standards and organizational criteria.

  • Address personnel issues to promote a productive and supportive work environment.

Other functions:

  • Interact and convene with community partners and resources as necessary to assure population needs are being met.

  • Lead, convene, and participate in team meetings, trainings, and activities to further the health of the community.

  • Member of and participates in Primary Care Leadership Team, the Department Executive Team, and the Coastal Healthcare Quality Improvement Committee.

Typical Qualifications

Minimum Education Level

Associates and/or Professional Certification

Specifics: Health Care Administration, Nursing, Social Work, or other health related education.

Minimum Experience Level

Two- Three years supervisory/management experience in a health care setting. Direct clinical hands-on experience in a clinical support role.

Substitution Note: Five or more years’ direct clinical hands-on experience in a clinical support role and 2-3 years of supervisory/management experience in a health care setting may substitute for minimum education level.

Driver’s License

Oregon Driver's License required within 30 days of hire.

Desirable Qualifications:

  • A valid active unencumbered Medical Assistant Certification or a valid active unencumbered license to practice in the State of Oregon as a Registered Nurse is preferred.

  • If certified or licensed, employee must maintain current and active licensures and certifications, as applicable, and provide the appropriate verifications at the time of renewal.

  • Bachelor’s degree in Social Work, Public Health, Nursing, Health Care Administration, or related field preferred.

  • Work experience in a Federally Qualified Health Center and /or management experience in a patient-centered primary care clinical setting is preferred.

  • Bilingual and/or bicultural competencies for the Latino population are preferred

Lincoln County offers a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental, vision which is paid at 90% by the County and 10% by the employee. The County's current contribution rate is 11%.

Regular and Trial Service employees working between 20 and 39 hours per week on a regular basis are eligible for pro-rated employee benefits.
