CareFirst Domain Architecture - Integration & Interoperability Strategy Manager (Hybrid) in Owings Mills, Maryland

PURPOSE:

Join our team to lead the design and execution of CareFirsts next-generation Integration Platform, driving an enterprise integration and interoperability strategy that combines API-first design principles with a product-centric approach. This role is central to advancing our cloud-native vision, enabling seamless data exchange, accelerating innovation, and delivering cost-efficient, scalable solutions across our Enterprise Portfolio.

As part of CareFirsts digital transformation, this role will shape our enterprise architecture to enhance agility, optimize delivery, and expand our capabilities. The organization is leading this charge by advancing our Scaled Agile Framework (SAFe) ways of working across the organization. To drive this transformation, the Domain Architecture Manager will drive technology strategy, create a unified architecture, and support ongoing solution refactoring.

The successful candidate will be responsible for:

  • Defining and driving an enterprise integration and interoperability strategy aligned with business objectives and the enterprise architecture roadmap.

  • Designing and implementing a cohesive architecture that enables secure, scalable, and high-performing data exchange across systems and partners.

  • Collaborating with cross-functional teams to develop API-driven solutions that meet business and regulatory requirements.

  • Leading the ongoing assessment and refactoring of legacy solutions to align with modern, cloud-native architecture standards.

  • Providing technical leadership and governance to ensure alignment with enterprise objectives and compliance with interoperability mandates.

  • Partnering with product, engineering, and DevSecOps teams to implement robust integration solutions and enhance enterprise agility.

ESSENTIAL FUNCTIONS:

  • Manage and maintain architectural assets such as principles, standards, policies, reference architectures, models, blueprints, roadmaps, frameworks, patterns, and services, ensuring their effectiveness and alignment with business goals.

  • Guide architectural runway for current and future business functionalities, aligning with the platform roadmap.

  • Determine target state technology landscape, manage technology lifecycle (e.g. Emerging, Core, Legacy), make decisions around buy vs. Build, and ensure cost-effective solutions

  • Drive re-factoring strategy of legacy and current technology aligned to architectural principles and target state technology

  • Lead efforts to assess and recommend infrastructure and application solutions, including upgrades, to meet evolving business requirements and enhance system performance and scalability

  • Develop and align the product vision and roadmap with platform architects and product owners.

  • Define and coordinate the execution of architectural enablers with platform architects.

  • Oversee the review process across the enterprise, providing architectural input on proposals to evaluate feasibility, technical viability, practicality, and consistency with overall system architecture.

  • Understand business processes to align technical solutions with organizational goals.

  • Establish clear goals, provide regular feedback, and foster an environment of accountability and excellence for team members.

  • Support team growth through training, skill enhancement and opportunities for professional development.

  • Inspire and guide team members through coaching, mentorship, and by fostering a culture of collaboration and innovation.

SUPERVISORY RESPONSIBILITY:

This position has direct reports and may informally lead teams in a matrix environment.

QUALIFICATIONS:

Education Level: Bachelor's Degree in Computer Science, Information Technology, or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

Experience:

  • 5 years Related professional IT experience in the specific architecture domain.

  • 1 year Supervisory experience or demonstrated progressive leadership experience.

Preferred Qualifications:

  • 10 years experience of business and technical solutioning, identifying and addressing complex technical challenges in large-scale systems, system analysis, technical design/development implementation or equivalent experience.

  • Strong background in solution architecture and system design, including experience with cloud platforms (AWS, Azure, or GCP), microservices, APIs, and enterprise systems integration.

  • Proficiency in modern programming languages (e.g., Python, Java, C#) and frameworks.

  • Deep understanding of software development lifecycle (SDLC), DevOps practices, and CI/CD pipelines.

  • Knowledge of data modeling, database technologies (SQL/NoSQL), and distributed systems.

  • MCSE Microsoft Certified: Azure Solutions Architect Expert.

  • TOGAF certification.

Knowledge, Skills and Abilities (KSAs):

  • Skilled at architectural principles including technology selection, build vs. Buy decisions, and integration best practices.

  • Knowledgeable about healthcare technology landscape, especially data integration products and architectures .

  • Deep expertise in APIs and API management, low-code no-code solutions, and AI.

  • Knowledge of Interoperability Standards (FHIR, CCDA, HL7) .

  • Skilled at conveying complex technical concepts to non-technical audiences and building consensus.

  • Knowledge of data platforms (Snowflake, Databricks, Fabric) .

  • Familiar with compliance standards (e.g., GDPR, HIPAA, SOC2) and cybersecurity best practices.

  • Experienced in integrating systems and technologies across on-premises and cloud environments.

  • Skilled in programming languages (Java, Spring stack).

  • Hands-on with JSON/XML data formats, OAuth security patterns, and API proxy platforms like Apigee/APIM.

  • Experienced in asynchronous messaging (Apache Kafka, Kafka Streams) for distributed system interoperability.

  • Skilled in Maven, Jenkins, SonarQube, and Artifactory for build automation and continuous delivery.

  • Competent in multi-threading, concurrency, and parallel processing in microservices.

  • Strong production support experience with high-visibility SLAs, fostering cross-team collaboration.

  • Knowledgeable in Product Ownership, DevOps, and Test Automation practices.

  • Strong written and verbal communication skills.

  • Self-starter with the ability to prioritize tasks and meet multiple deadlines.

  • Capable of organizing data and creating metrics, reports, and dashboards.

  • Expertise in cloud platforms (Mulesoft, AWS, Azure, GCP), containerization, and microservices.

  • Adaptable to fast-paced environments with changing priorities and deadlines.

  • Excellent at managing customer service demands and working collaboratively in internal teams.

Salary Range: $138,560 - $257,202
