U.S. Army Corps of Engineers Supervisory Procurement Analyst in Portland, Oregon
Summary About the Position: You will serve as the Deputy Division Chief and Business Oversight Branch Chief for the USACE Portland District, Contracting Division, with unlimited monetary warrant authority to execute the functions of the Contracting Division and the Portland District mission. Nature of contracts include but are not limited to Architect-Engineer, Construction, Supply and Service, and of both fixed price and cost-reimbursable contract types. Responsibilities Planning, directing, coordinating and supervising contract preparation, negotiations and contract management primarily through negotiation procedures and sealed bid methods of acquisition to execute the District’s programs. Overseeing all functional phases of contracting performed in the District and serve as an expert in the procurement and contract management field. Advising organizational personnel, program offices and Project/Technical Managers in all phases of the acquisition process. Directing the functions of the Branch in the accomplishment of assigned procurement and contracting activities on Architect-Engineer, Construction, Supply and Service projects. Serve as a Contracting Officer with unlimited signatory authority holding full legal responsibility and accountability for themselves and actions of others in execution of contracts. Overseeing Branch Functions and personnel matters to include hiring, performance evaluations, disciplinary actions, awards, and position classification to include supporting the Contracting Division Chief in all phases of the work of the Division. Assisting with the planning, scheduling, coordination, supervision, and accomplishment of the programs and functions of the Contracting Division. Basic Requirement for a Supervisory Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1.) managing and coordinating all phases of contract administration which include but are not limited to negotiations, bids, requirements definition, specification formulation, source selection, methods of contracting, types of contracts, solicitation/evaluation of proposals/bids, price and/or cost analysis, protests of award, etc.; 2.) Serving as a Contracting Officer responsible for evaluating contractor performance, terminating contracts and participating in litigation when necessary; and 3.) supervising and leading a team of administrative professionals to include but not limited to hiring, performance management, professional management and development, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
