Job Description ENSCO is seeking a Facilities Manager to support all aspects of facilities operations and maintenance of the Federal Railroad Administration's (FRA) Transportation Technology Center (TTC). This position will report to the TTC Program Manager to maintain the facilities comprised of 10+ buildings / structures totaling approximately 500,000 square feet residing on 30,000 acres. The Facilities Manager at TTC is responsible for craft positions including Electrician, Plumber and HVAC and clerk positions. The position entails ensuring safe operations for all personnel and customers, efficient deployment of capital, maintaining operating budget and tracking billable ratio for team members.

The successful candidate will perform a wide variety of functions including: Management of facilities workforce made up of HVAC, electrical, plumbing, support trades, central call desk, and administrative staff.

Executing an effective Preventive / Predictive Maintenance Program.

Review, scope and execute facility maintenance and repairs.

Estimate and execute on-demand minor construction and renovation projects.

Ensures equipment is operated and maintained in accordance with technical specifications and all work is clearly documented within the work / asset management system (CMMS).

Meets with FRA and other Representatives to reconcile requirements and work status.

Ensure all work is in compliance with technical specifications.

Champions site-wide safety program and strives to maintain an accident-free environment while continuously promoting quality and customer service.

Reviews departmental operational procedures and processes and implements changes as required streamlining operations, improving productivity and ensuring a safe working environment is maintained.

Maintaining a good working environment including conflict resolution, conducting personnel performance evaluations, and documenting resource needs

Qualifications Required (Skills)

Bachelor's degree in relevant area or equivalent work experience in engineering or operations Minimum of 10 years of experience with 3 years of managerial experience Experience managing a workforce of 10 people or more Strong organizational, follow through, and time management skills Attention to detail and ability to prioritize effectively Observe all safety and security procedures; report potentially unsafe conditions; use equipment and materials properly. Ability to be flexible in a fast pasted environment.
