The Challenge
We are hiring a Utilities Engineering Supervisor II to join our Utilities Alternative Delivery and Special Projects team.
In this role, you will
- Lead our team providing management and oversight for the relocation, adjustment, removal, and addition of utilities for NCDOT, the NC Turnpike Authoritys alternative delivery projects, and other NCDOT Units.
- Oversee utility management for highway projects, including analyzing utility conflicts, determining resolutions, and ensuring compliance with NCDOT policies.
- Supervise our Alternative Delivery and Special Projects team, including assigning projects, balancing workloads, and reviewing decisions.
- Provide technical advice, direction, and operational support to utility owners, DOT Engineers, Central and Division Utility Coordinators, alternative delivery contractors and engineering teams, Private Engineering Firms, and Private Service Firms
- Manage project scope, schedules, budgets, and utility cost estimates.
- Provide technical review of plans and provisions to ensure proposals are constructible and adhere to NCDOT policies and procedures related to utilities and rights-of-way.
- Provide technical expertise and developing guidelines, templates, and resources to support utility coordination and design efforts.
- Review and approve claims and invoices for work related to utility relocation agreements.
- Represent our Utilities Unit in meetings, technical committees, and special assignments.
- Perform administrative tasks, such as recruiting, training, coaching, and driving team performance.
- Ensure compliance with staff policies and resolve staff issues as needed.
- Promote establishing and maintaining effective working relationships with other state units and departments, utility owners, project teams and the public to ensure the successful completion of projects.
- Manage projects and resources in support of utility coordination and engineering design activities and schedules for projects.
- Make critical recommendations and represent our Utilities Unit in presenting decisions.
- Provide final reviews of utility analysis and routing reports, utility relocation plans, special provisions, project estimates, and cost responsibility determinations.
What You Bring
- Experience developing utility relocation strategies and providing coordination and relocation services to accomplish removal, relocation, and modification of utility facilities - water, sewer, gas, electric, telecommunication, etc.
- Experience managing utility design, construction, and relocation projects, including analyzing conflicts, developing resolutions, and ensuring compliance with applicable policies standards, and regulations.
- Experience applying engineering principles, risk management strategies, and utility cost estimations in effectively planning and executing projects.
- Project management experience, including oversight of scope, schedules, budgets, and collaboration with utility owners, stakeholders, and other agencies.
- Demonstrated ability clearly communicating complex technical concepts, representing the organization in meetings and committees, and making critical decisions to address utility conflicts and project challenges.
Education and Experience
- Bachelors degree in engineering, and
- 4+ years of progressive experience, and
- 2+ years of supervisory experience; or
- An equivalent combination of education and exper ence.
