POSITION PURPOSE:

Responsible for the implementation and management of all employee benefit and compensation programs for North Wind Group and its affiliated subsidiaries - 2000 plus employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Benefits Administration:

  • Develops, implements and manages ERISA and non-ERISA employee benefit programs for North Wind Group and subsidiaries, as applicable. Employee benefit programs include, but are not limited to, retirement plans, medical, dental, vision plans, life and AD&D plans, short- and long-term disability programs, and employee assistance programs.

  • Communicates plan and administration information and procedures to employees/ participants.

  • Develops, coordinates, administers and/or conducts training sessions on benefit programs.

  • Oversees and directs enrollment for all employees in the above-mentioned benefit plans.

  • Responsible for development, implementation and communication of policies and procedures relating to benefit plans not governed by North Wind Group's parent company.

  • Evaluates and ensures benefit plans are administered consistently and in accordance with plan documents, and applicable local, state and federal laws and regulations.

  • Provides guidance and makes recommendations regarding ERISA benefit issues.

  • In conjunction with brokers and consultants, manages the annual renewal process for benefit plans; provides analysis and recommendations with respect to the various group benefit plans.

  • Monitors benefit trends in plan design, cost and administration and recommends appropriate changes.

  • Manages 401(k) administration and legacy pension plans.

  • Directs preparation and verifies calculations of monthly premiums for all group employee benefit programs. Responsible for maintenance of associated statistical data.

  • Ensures applicable Form 5500 documents for ERISA employee benefit plans are timely prepared and filed.

  • Management of and compliance with ACA requirements.

  • Participates in and assists with audit and nondiscrimination testing of ERISA employee benefit plans.

  • Oversees all leave management including FMLA, ADA, Military and others.

  • Serves as Tribal Benefits Officer (TBO) for the Federal Employee Health Benefits program.

  • Serves as liaison with various benefit providers and brokers to foster effective relationships with client representatives.

  • Participates in and assists with annual budget process regarding benefit plans.

  • Manages and directs team of Benefits Specialists.

  • Assists Human Resources with other duties.

  • Other duties as appropriate and assigned.

Compensation Administration:

  • Understand the company leadership philosophy, diverse workforce needs, and financial model to maintain competitive and affordable compensation and incentive plans.

  • Operate within the company compensation philosophy and recommend plan adjustments as needed.

  • Direct the company salary and wage planning processes, incentive plans, and deferred compensation.

  • Oversee and conduct compensation market/benchmarking analysis to ensure competitive pay while meeting business objectives.

  • Recommend adjustments to salary/wage structures based on annual market review.

  • Manage annual merit review and incentive/bonus program processes across eligible employee groups.

  • Deliver compensation and job structure advice to HR team in support of recruitment, employee promotions and transfers.

  • Provide compensation advice to project teams for bid process.

  • Analyze compensation to ensure pay equity.

  • Deliver total compensation statements to employees on a regular interval.

  • Manage and direct Compensation Analyst.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Bachelor's Degree in Accounting, Human Resources, Finance, or related field

  • Must have a minimum of 10 years' experience in HR, Accounting or Finance with five years' managing complex ERISA based employee benefits programs.

  • Must have analytical skills and experience in budgets and finance.

Skills and Abilities:

  • Strong working knowledge of the Service Contract Labor Standards and the Davis Bacon Act.

  • Must have demonstrated track record in protecting sensitive HR and finance information.

  • Must thrive in a team-oriented environment, with proven ability to work with multiple organizations using strong written, presentation, strategic thinking, analytical, and relationship skills.

  • Must have strong Microsoft Excel skills with the ability to develop adhoc reports using formulas and look-up tables.

  • Must have demonstrated skills with Microsoft Word and Powerpoint.

  • Must have proven ability to effectively manage multiple projects/tasks amid changing priorities in a highly dynamic environment.

  • Must possess strong communication skills with excellent verbal and written skills.

  • Must have good understanding of a project infrastructure and demonstrated effectiveness in working with service and support organizations such as human resources, accounting, security, facilities, procurement, information technology, and records.

  • Extensive knowledge of the principles of benefits and compensation administration including practices and procedures.

  • Ability to stay current and communicate changes and developments in local, state and federal laws and regulations regarding employee benefits and compensation.

  • Extensive knowledge of the Employee Retirement Income Security Act (“ERISA”), IRS code and other legislation regulating control group entities as it relates to benefit plans.

  • Ability to research and analyze complex and technical issues relating to benefit and compensation programs.

  • Ability to make decisions, solve problems, exercise good judgment and work under pressure.

  • Ability to work closely with all levels of staff, management and a wide variety of professionals within business and human resources industries in a professional and courteous manner.

  • Ability to work independently as well as a team; manage multiple projects and deadlines.

  • Superior communication skills, both written and oral, with an emphasis on the presentation of information in a meaningful manner to the ultimate decision maker.

  • Ability to creatively design, develop and present employee communication pieces and/or training programs regarding benefit and compensation information.

  • Good mathematical skills with strong analytical, quantitative and interpretive skills.

  • Practical knowledge and substantial experience with general business practices and procedures.

  • Knowledge of company policies, procedures and employee programs.

  • Strong knowledge of computers, HRIS systems and related programs.

PREFERRED QUALIFICATIONS:

  • Working knowledge of Deltek Cost Point financial management system preferred.

  • Prior experience with Federal Employee Benefits Program (FEHB) or tribal employers preferred.

  • A demonstrated advanced knowledge of applicable regulations and pertinent industry standards.

  • Experience in Mergers and Acquisitions is desirable.

  • World at Work CCP desired.

PHYSICAL DEMANDS:

  • Ability to sit and/or stand for extended periods of time.

  • Ability to reach with hands and arms, talk, and hear.

  • Ability to perform repetitive movements of the fingers, hands, wrists and arms.

WORKING ENVIRONMENT:

While performing the duties of this job, the employee is exposed to normal office conditions as well as potentially hazardous conditions while on project sites. The noise level in the work environment is usually low.
