What You’ll Get to Do:

As a CACI-SOAS Open-Source Research Analyst, you will provide subject matter advice to senior Government and military commanders in support of the DTRA Enterprise and the DTRA OI-OA mission to conduct and sustain OSINT analytic support keyed to DTRA and Warfighter operational requirements and timelines. You will serve as an OSINT analyst for DTRA OI-OA, conducting Open-source Intelligence (OSINT) production which support the Government’s Request for Support (RFS) and Named Area of Interest (NAI) processes. The OSINT Team is the primary interface with the DTRA OI-OA for all matters pertaining to the collection, production, planning, and dissemination of OSINT under the IMAX-DA Task Order (TO).

More About the Role:

You may provide advice to officials on OSINT policies, procedures, processes, and authorities related to DTRA support and coordinate OSINT analytic support for each of the geographical Combatant Commands. You may assist leaders in preparing, planning and conducting senior leader engagements with commanders and assist in developing OSINT processes that enhance DTRA’s situational understanding of WMD and emerging threat networks employing or facilitating WMD/CBRNE/CEM, their delivery systems and enabling DOD, IA and IC efforts focused on dismantling, disrupting, and defeating those networks. You will coordinate the efforts of all OA teams that provide OSINT support. You will direct, manage, and provide OSINT analysis and fusion that integrates available PAI information and databases to define patterns of threats and narrow the search space to provide customers with relevant, timely information. As required, you will interact directly with the Senior Operations Analyst during the development of OSINT plans, and research products to meet request for information deadlines and requirements to supported intelligence consumers and partners.

You’ll Bring These Qualifications:

  • Current Top Secret/Specialized Compartmented Information Security Clearance.

  • More than three years of OSINT analysis experience.

  • More than three years of experience managing and/or applying OSINT Tradecraft supporting DoD or IC customers, with a demonstrated ability to apply a working knowledge of DoD and IC OSINT tools, policies and procedures.

  • More than one year of experience conducting fused all-source analysis for DoD or IC.

  • Basic understanding of OSINT analysis tools such BHTK, Silo, Wireshark, Babel X, Creepy, Maltego, Spiderfoot, etc.

  • Basic understanding of All-Source analysis tools such as Analyst Notebook and Palantir.

  • Basic understanding of Intel-related databases and tools such as M3, TAC, NCTC Online, TIDE, ICReach SIGINT database, Cultweave SIGINT database, PROTON SIGINT Database.

  • Basic understanding and knowledge of DoD and IC OSINT policies and procedures

  • More than five years of military experience, and/or a combination of military and IC Agency experience, including recent combat deployments, and be well-versed in all areas of military intelligence.

  • Ability to effectively communicate both orally and in writing.

  • Willing to work rotating shifts if needed - that may include nights and weekends.

  • Bachelor's degree and five years of experience, or associates degree and seven years of experience, or nine years of relevant work experience.

These Qualifications Would be Nice to Have:

  • More than three years of experience conducting fused all-source analysis for DoD or IC.

  • More than one year of experience managing a dispersed team of Intel professionals conducting OSINT research and production– to include scheduling, analytical quality control, and training/mentoring of subordinates.

  • More than five years of experience conducting OSINT analysis in support of CT operations - including counter-facilitation.

  • More than five years of experience providing CWMD intelligence support and/or counter-proliferation analysis.

  • Expert understanding of OSINT analysis tools such BHTK, Silo, Wireshark.

  • Expert understanding of All-Source analysis tools such as Analyst Notebook and Palantir.

  • Expert understanding of Intel-related databases and tools such as M3, TAC, NCTC Online, TIDE, ICReach SIGINT database, Cultweave SIGINT database, PROTON SIGINT Database.

  • Expert understanding and knowledge of DoD and IC OSINT policies and procedures

  • Expert understanding and familiarity with current DoD and IC OSINT Tools and techniques.

  • Practical understanding of geospatial Intel tools such as ArcGIS and Google Earth.

  • More than 15 years of military experience, and/or a combination of military and IC Agency experience, including recent operational support and/or combat deployments, and be well-versed in all areas of military intelligence.

The proposed salary range for this position is:

$85,800 - $180,200
