Position Description

The Operations Coordinator is responsible for start-up, control, and shut-down of product movements related to marine transfers and overseeing all typical terminal operations on a daily basis at Richmond Terminal. The position is responsible for coordinating operations activities within the Terminal and Phillips 66 Terminal regarding marine transfers. The position has primary responsibility for facility integrity for movements through Terminal piping-systems and storage tanks.

Essential duties and responsibilities:

This position is the primary contact person for interfacing with Phillips 66/Richmond Terminal for the scheduling and coordinating of all marine related activities. The main contacts are with operations supervisors at the Phillips 66 Terminal. The position is also responsible for emergency response notification and is required to report to various government agencies in the event of an emergency.

The position operates by strict adherence to standard operating procedures and best management practices (BMP), which are based upon requirements set forth by the EPA, California State Lands Commission, USCG, OSPR, BAAQMD, POTW, Richmond Fire Department, Department of Transportation, etc.

  • Establish field operations objectives and priorities on a daily basis to meet or exceed customer requirements on a daily basis - consulting with Area Manager and other Operations Coordinators as needed.

  • Oversee the safe and environmentally correct transfer of products to and from the Terminal via all modes of transportation (tank-trucks, tank-cars, ocean going tankers, tank-to-tank transfers, blending, etc.).

  • Effective communication and interaction with truck drivers, railroad personnel, marine vessel personnel, marine agents, internal/external customers, etc.

  • Insure timely completion of all safety inspections required at the Terminal, and the filing of related documentation.

  • Oversee staffing requirements related to field operations.

  • Maintain an inventory of required operations and safety supplies, restocking as required. Also, working within a budget defined by the Area Manager.

  • Maintain and oversee operating standards on a daily basis to ensure compliance with all company policies, procedures and all local, state and federal regulations.

  • Conduct and participate in SOP, environmental, health and safety training of operators as required. Assure that operators adhere to the training schedule.

  • Assist with facility inspections by various city, county, state and federal regulatory agencies, including BAAQMD, POTW, USCG, California State Lands Commission, OSPR, etc.

  • Conduct a minimum of three security checks on arriving tank-trucks on a daily basis and document accordingly.

  • Maintain records regarding storm water discharges.

  • Maintain records regarding hazardous waste generated as a result of Terminal operations.

  • Perform Customer Service Representative duties after hours when needed.

  • Perform lab analysis of specific products during off-hours and weekends.

  • Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public.

    Position Requirements

Education:

  • High school diploma or equivalent preferred.

    Experience/specific Knowledge:

  • Two to four years related experience within the terminal industry is required.

  • Knowledgeable of storage tank operations, piping-system operations, valves, pumping rates and pressures.

  • Must be knowledgeable of all procedures affecting marine transfers and tank farm operations, including piping-system line-ups, operating rates and pressures, line control techniques, pump types and operation, and product characteristics.

    Certification, licenses, registrations:

  • A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.

  • If the employee is subject to license or certification requirements or training as stipulated by local, state or federal agencies or the Company, now or in the future, compliance is required under this job description.

  • Transportation Worker Identification Credential (TWIC) required and is a condition of employment.

    Competencies, skills, and abilities:

  • The Operations Coordinator needs to be familiar with Richmond Terminal’s emergency response plans in order to initiate emergency response. Familiarity with product characteristics affecting emergency response is also required.

  • The Operations Coordinator must be familiar with product specifications for all products stored at Richmond Terminal.

  • Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook.

  • Well-balanced interpersonal skills and strong verbal and written communications skills are required.

  • Must be accountable and take direction from Managers; keep required work schedules, which include regular and predictable job attendance; focus attention on details and follow work rules.

  • Organizational skills and the ability to prioritize tasks are essential.

  • Must be a problem solver with the ability to find resolutions.

  • Must be self-motivated and capable of working with minimal supervision and/or direction.

  • Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, vendors, and regulatory agencies.

    Physical demands:

  • Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.

  • Exposure to smells and fumes associated with refined petroleum products.

  • Work is performed predominantly outside in varying and sometimes extreme weather situations.

    Working Conditions:

  • 8 hour non-rotating shifts (including holidays, weekends); dayshift, swing-shift, grave-yard or modified grave-yard.

  • Position subject to 24-hour call-out and unscheduled overtime including nights, weekends, and holidays.

  • Must carry a company issued cell phone at all times and answer as needed.

  • Overtime required including extended work hours in cases of emergencies.

  • May be required to work alone (unsupervised).

  • Work is labor intensive at times and involves repetitive actions such as sitting at a computer or other control equipment, inputting data on a keyboard, completing paperwork, operating orders, logs, reports, and telephone communications

  • Work will also involve lifting up to 50 pounds at times, climbing tank stairs and tank ladders, operating manual valves, driving a forklift and operating the dock crane.

    Supervisory responsibility:

    Preferred education, experience, certifications, competencies, skills, and abilities:

    Above the minimum requirement; not required but advantageous in this position:

  • Hydraulics experience desired

  • Prior experience requiring mechanical aptitude and skill is a plus

  • Experience with light maintenance (mechanical, electric, electronic)

    Pay range is $41 per hour to $55 per hour. This position includes a discretionary annual incentive plan. Job level and pay commensurate with experience and skill set.
