Project Overview:

Bechtel is seeking an Assistant Construction Manager Highway & Toll to join the Riverside, California team. This team oversees the planning, environmental clearance, design, and construction of projects on the state highway system, under California Department of Transportation (Caltrans) oversight and following Caltrans’ standards and procedures. In this position you will have an opportunity to collaborate with a dynamic team of industry professionals across the globe to support the team. 

Assigned to the project team as a representative of the Construction functional group and serves as a link between Construction and other members of the project team. As program management staff, this position ensures that client consultant construction management firms perform their work in accordance with their contract requirements. Ensures that construction requirements are made known to the project team in a timely manner and obtains construction responses to the needs of other members of the project team. 

Job Summary:

In this role, you will serve as a staff assistant to the Project Manager, acting as the primary liaison between office-based teams and field construction operations. You will perform your duties with minimal supervision, exercising independent judgment to address and resolve complex challenges. This may involve developing and implementing unique or innovative construction procedures as needed. This position reports directly to the Client’s Toll Project Manager and supports all activities associated with one or more concurrent contracts, as assigned by management.

Major Responsibilities:

  • Assist the Client’s Project Manager in overseeing the overall management of construction projects, including coordination with design/construction consultants and contractors.

  • Supervise Construction Management Consultants, ensuring compliance with contract requirements, identifying deficiencies, and recommending corrective actions.

  • Review and recommend approval of Contract Change Orders, ensuring compliance and proper justification before Client review.

  • Coordinate with the Construction Management consultant or Contractor to secure necessary permits, ensuring timely renewals as needed.

  • Provide constructability input and design recommendations during early project phases.

  • Offer constructability and efficiency feedback during the Project Approval/Environmental Document development phase.

  • Conduct constructability reviews at the 30%, 60%, and 95% design stages, focusing on Plans, Specifications, and Estimates.

  • Collaborate with Design coordinators and Construction Engineering teams to identify cost-effective construction methods.

  • Contribute to construction planning, layouts, and project organization.

  • Support the Client’s procurement team in the development, evaluation, and award of construction contracts.

  • Participate in evaluations of office contracts/subcontracts and provide input.

  • Review quality assurance and control programs implemented by the construction management consultants and contractors.

  • Act on communications from the Construction group and take necessary actions with the Construction Manager’s approval; visit the jobsite as required.

  • Collaborate with the Project Manager to ensure project continuity, adherence to requirements, and timely resolution of any issues.

  • Attend project meetings and communicate with project teams, client personnel, and other Bechtel entities.

  • Leverage knowledge and experience to identify potential issues, with support from construction groups, and propose solutions.

  • Communicate with the project team about significant issues and possible solutions.

  • Collaborate with the client and consultant public outreach teams on construction-related traffic, operations, and communication matters.

  • Review cost and schedule reports, identify major issues or trends, and bring them to the Construction Manager’s attention.

  • Stay informed of major design or scope changes, ensuring consistency between field and office documents.

  • Contribute to the preparation and review of construction cost estimates, budgets, forecasts, and schedules.

  • Review weekly progress and workforce reports for accuracy, including hours worked, percentage complete, performance, and schedule alignment.

  • Assess cost trends, labor productivity, workforce projections, schedules, and scope changes during project team review meetings.

  • Review and recommend approval for consultant and contractor progress payments.

  • Work with the Construction Management Consultant and Contractor to secure approval for Water Pollution Control plans and maintain certification for Storm Water Pollution Control Plans.

  • Ensure project closeout procedures and documentation meet client, state, federal, and local agency requirements.

  • Foster positive relationships with City and State inspection and permit staff.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10 -13 years of relevant experience or 14 -17 years of relevant work experience.

Required Knowledge and Skills:

  • Experience with work on projects under the authority of the California Department of Transportation (Caltrans).

  • Experience with alternative project delivery methods such as design-build or progressive-design-build.
