Excellus Health Plan Inc. Licensing & Registrations Manager in Rochester, New York

Job Description:

Summary:

Under the direction of the assigned management, this position will primarily be responsible for assisting with key aspects of the companies' regulatory licensing and registration compliance functions.

Essential Accountabilities:

Researches, analyzes, and opines on requirements for new company license applications and registrations, including obligations to support new business ventures nationwide, to maintain compliance and eliminate regulatory risk of non-compliance.

Performs highly complex regulatory research and surveys on various topics to respond to existing and future business needs including corporate reorganizations, Officer & Directors changes, and business platform expansion, without which could expose the enterprise to regulatory risk such as fines, penalties, orders of correction, and/or the inability to conduct business in a state.

Provides prompt and expert advice and resources to management, stakeholders, team members, and business partners regarding matters of licensing, registration, and licensing related reporting; this will include preparation and presentation of materials to management.

Investigates Insurance Holding Company Registration requirements, preparing compliant submissions, as necessary.

Monitors nationwide license and registration renewals, usual and customary license driven reporting, and corporate amendment filings, identifying regulatory filing requirements including but not limited to fees, data, and submission.

Oversees and responds to licensing and registration audits by internal and external regulatory bodies, mitigating exposure to findings of non-compliance.

Acts as subject matter expert for licensing and registrations, troubleshooting, and related risk mitigation.

Liaises with regulatory authorities and state departments, law firms, and a variety of internal stakeholders on information requests, inquiries, and other communications to maintain ongoing and future compliance.

Oversees updates for biographical affidavits, including exhibits, for company officers and directors, while maintaining strict confidentiality related to matters of the corporations and their Boards of Directors.

Handles daily volume of requests and inquiries in connection with company filings, assessments, and fee payments, data calls, and variety of regulatory notices and bulletins.

Maintains corporate records regarding regulatory submissions, such as original and soft copies of company licenses and registrations, etc., in compliance with state requirements and Records Information Management protocols.

Consistently demonstrate high standards of integrity by supporting The Lifetime Healthcare Companies' mission and values, adhering to the Corporate Code of Conduct and Lifetime Way values and beliefs, including corporate privacy policies and procedures.

Regular and reliable attendance is expected and required.

Perform other functions as assigned by management.

Minimum Qualifications:

Ten or more years of experience working in a law firm or corporate compliance environment or Bachelor's degree in relevant field or paralegal certification, with three (3) or more years of paralegal experience.

Licensed notary public preferred or willingness to become a notary after hire.

Demonstrated ability to independently perform licensing and registrations compliance initiatives and oversee the implementation of new regulatory mandates.

Demonstrated abilities in handling the highest level of complex issues and exercises decision-making in project work groups.

Ability to operate under the highest degree of initiative, innovation, and autonomy with limited guidance.

Thorough understanding of regulations and ability to administer compliance for all areas across the organization.

Strong analytical and organizational skills and ability to manage multiple projects simultaneously with minimal management directive.

Demonstrated experience in taking ownership of issues and follow through to resolve them in a timely and efficient manner.

Exceptional verbal and written communication skills and ability to collaborate at all levels across the organization.

Excellent PC skills including Word, Excel, PowerPoint, Outlook, Adobe, and SharePoint.

Demonstrated ability to adapt to effect change efficiently and smoothly.

Physical Requirements:

Ability to work while sitting and/or standing at a workstation viewing a computer and using a keyboard, mouse and/or phone for three (3) or more hours at a time.

Ability to travel across the Health Plan service region for meetings and/or trainings as needed.

Compensation Range(s):

Minimum $67, 538 - Maximum $124, 925

The salary range indicated in this posting represents the minimum and maximum of the salary range for this position. Actual salary will vary depending on factors including, but not limited to, budget available, prior experience, knowledge, skill and education as they relate to the position's minimum qualifications, in addition to internal equity. The posted salary range reflects just one component of our total rewards package. Other components of the total rewards package may include participation in group health and/or dental insurance, retirement plan, wellness program, paid time away from work, and paid holidays.
